1250: Applications Development Analyst (C. Advanced)
The Department of Children and Families (the "Department " or "DCF ") is seeking qualified candidates that will assist the Office of Information Technology (OITS) in their daily operations, support, and services. The services requested in the following Request for Quote (RFQ) will be procured in accordance with the Department of Management Services (DMS) State Term Contracts (STC), entitled Information Technology Staff Augmentation Services, 80101507-23-STC-ITSA.

Candidates must have demonstratable experience using the following technologies:
1. SQL Server
2. C#.NET
3. ASP.NET
4. JavaScript
5. CSS/Bootstrap
Preference will be provided to candidates with demonstratable experience using the following technologies:
1. Azure DevOps
2. FHIR HL7
3. MuleSoft APIs
The term for this staff augmentation position is intended to be until June 30, 2024. The term for this engagement may be extended for a period not to exceed twelve months from the expiration of the State Term Contract contingent upon funding and satisfactory performance. The Department may select one or more candidates in this position. Candidates available immediately are preferred. Candidates can either work part-time or full-time. The number of weeks is dependent upon available budget.
2.1 Primary Job Duties and Tasks
The Office of Information Technology Services (OITS) is seeking an Application Development
(STC Job #1250 Applications Development Analyst (C. Advanced).
The activities this candidate will be tasked with include, but are not limited to the following:
1. Complete the technical design of new application interfaces
2. Develop prototypes of interfaces and attributes, as needed
3. Develop new and modify existing software using best practices
4. Produce technical documentation pertaining to the design and maintenance of software, and system architecture
5. Plan, develop, and execute test plans and test cases designed to ensure a high level of software and data quality
6. Verify requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards
7. Troubleshoot and resolve complex problems utilizing knowledge of software applications and configuration
8. Conduct research on software and hardware solutions to support recommendations, analyzing current and future technology trends
9. Provide mentoring and knowledge transfer for existing development staff
2.2 Specific Knowledge, Skills and Abilities (KSAs)
The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:
Minimum Required KSAs:
1. Knowledge of computer programming and systems analysis and design principles and practices
2. Knowledge of techniques of systems analysis and design
3. Knowledge of IT operations, procedures, and systems
4. Knowledge of process and data modeling techniques
5. Knowledge of Fast Healthcare Interoperability Resources (FHIR) HL7 standard preferred
6. Skilled in use of standard desktop software
7. Skilled in use of common data analysis tools and languages (such as SQL and Power BI)
8. Skilled in creating and implementing software test plans and test cases
9. Skilled at writing user and technical documentation
10. Skilled in verbal, non-verbal, and written communication
11. Ability to understand technical subjects and emerging technologies relevant to the organization
12. Ability to process information logically
13. Ability to plan, organize and coordinate work assignments
14. Ability to communicate technical information effectively with non-technical stakeholders
15. Ability to establish and maintain effective working relationships with others
16. Ability to mentor other developers
2.3 General Knowledge, Skills and Abilities (KSAs)
The submitted candidate(s) must be able to apply common knowledge, skills, and abilities in the following areas:

2.3 Education and Certifications
Education: None required. However, applicable degrees and certifications will be considered in candidate evaluations.
3 Vendor Response

3. Exhibit E - Resume Self-Certification Form Per the IT Staff Augmentation STC: When submitting a response to an eQuote the Vendor shall submit with its response a signed Resume Self-Certification Form (Exhibit E) to the Customer for each candidate included in the eQuote response. See the DMS IT Staff Augmentation Contract website for details.

5. References Provide three (3) clients for which similar services were performed within the past three (3) years. Or if the candidate has performed services for DCF in the past three (3) years, each separate work effort may substitute for a client reference if the below information can be provided for each effort. Location: Remote - Hybrid; Position can be remote, but requires candidate to be onsite for meetings and presentations on select days throughout the month/year at DCF Headquarters in Tallahassee; Negotiable
