Position Summary:

The Veteran Engagement Supervisor (VES) in the Community Integration Services (CIS) for the SSVF Program works as part of a multi-disciplinary team serving clients in the community.  The VES provides guidance and leadership to the Veteran Engagement Case Managers.  The VES provides unique skills to train ALL Staff in Case Management, Community Outreach, and Landlord/owner engagement. The VES will track all required certifications, monitor all program recertifications, identify available vacancies in the community, and participate to all Community Outreach events. The VES is responsible for execution and delivery of contractual goals, provides direct oversight of the SSVF Program to ensure the effective delivery of Case Management, Landlord engagement (Housing placements), and housing stability and quality assurance.  These activities include the following activities:

Essential Functions:

  • Provide program oversight for client outreach, Case Management, Housing placements and service provision.
  • Develop a program design and case management strategy for the Veteran Engagement Case Manager
  • Develop an annual measurable Outreach Plan for the Veteran Engagement Case Manager.
  • Ensure all veterans are properly referred to the Intake Specialist for final review of Program Enrollment
  • Effectively engage the community and its partners.
  • Work collaboratively with vocational specialist to assist participants in accessing employment and training opportunities
  • Monitor and confirm that all veteran enrollments in the SSVF Program are referred to the Veteran Employment Services and Public Counsel.
  • Establish collaborative partnerships with other social service agencies.
  • Conduct initial housing assessments, help participants identify potential housing units, provide supportive service within Program guidelines, and conduct follow up case mgmt. with Permanently Housed veterans and/or landlords.
  • Review participant referrals to ensure they are complete for appropriate eligibility.
  • Deliver home-based case management services to participants once they move into permanent housing.
  • Perform on-going monitoring and evaluation of field-based activities and staff performance.
  • Conduct initial screening assessments, discuss eligibility and program with clients
  • Establish and maintain relationships with landlords, property management companies.
  • Assist in the processing and submission of applications for housing (subsidized and unsubsidized).
  • Deliver home-based case management services to participants once they move into permanent housing.
  • Conduct home visits to all veterans who are due for a 90-day program recertification. Evaluate current services and identify and refer the veteran to NEW services (i.e., Hoarding Therapy, Home nurse) if found that such services are needed.    
  • Document and maintain up-to-date information on services provided to clients in the Homeless Management Information System (HMIS)
  • Participate in Bi-weekly case management meetings and attend staff trainings as required.
  • Prepare and submit case and program reports as needed.
  • Conduct monthly Supervision to the SSVF Veteran Engagement Case Managers
  • Ensure that ALL Activity logs are submitted to the Program Manager and the Quality Assurance Manager on a weekly basis.
  • Develop and cultivate relationships with staff at Dept of Veteran Affairs, other government agencies, community partners, and community stakeholders.
  • Establish collaborative partnerships with other social service agencies.
  • Monitor and responsible to submit ALL office supplies (for all sites) to the Program Manager
  • May transport/accompany clients to appointments and self-help activities as needed
  • Provides crisis intervention as needed
  • Attend regular staff meetings and trainings as assigned by the Program Manager
  • Rotates with the multi-disciplinary team for on-call duties
  • Responsible to maintain all vehicles assigned to the SSVF program by conducting weekly engine runs.
  • Responsible to maintain all vehicles assigned to the SSVF program by driving the vehicle for no less than 2 miles on a weekly basis (If not driven at all).
  • Respond to complaints from landlords & participants related to housing conditions & provide mediation as needed.
  • Report to the SSVF Program Manager when Maintenance to the vehicle is required.
  • Coordinate all maintenance issues with the local mechanic establishment (e.g., oil change, battery, tire, check engine light)
  • Adopts an “whatever-it-takes” approach in assisting clients to retain housing and independent living
  • Other duties as assigned

Working Conditions:

Most of the direct service work is performed in the community (e.g., clients’ homes) and NOT at the assigned site.   Thus, the VES must have the ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis, the ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead; ability to operate computer, fax, and telephone; and the ability to lift to 25 lbs.

Minimum Qualifications:

  • Bachelor’s degree in social work or a related field or 3 years of Homeless Services experience
  • Master’s Degree in Social Work or other relevant area preferred
  • Excellent communication skills
  • Must obtain First Aid/CPR certification in first 90 days of employment
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
