This posting is hiring for three open positions.
North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from e rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.
This is a full-time position (40 hours per week) with State Benefits.

This position qualifies for teleworking as part of the State's Teleworking Pilot Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end the teleworking arrangement at anytime.
The Zone Superintendent positions oversee the Construction Field Inspectors in their assigned zone. The selected candidates will provide direction to the inspectors for day-to-day operations while inspectors conduct daily, weekly and/or monthly inspections for single-family housing program projects including but not limited to rehabilitation, reconstruction, elevation and manufactured housing units (MHU), the buyout program's demolition projects, and the small rental program.
The Zone Superintendents will prepare/issue Notice to Proceed and approve General Contractor (GC) Construction schedules. This position will collect finalized GC design plans, GC site plans and ensure all required permits are received. The selected candidates will obtain & review GC Health and Safety Plans and GC Daily reports. They will also confirm Green Building/Energy Star Checklist is accurate and collects all Home Energy Rating System (HERS) paperwork. The Zone Superintendents will also assist with inspections as needed. The Zone Superintendent directly supervises several Construction Field Inspectors and will approve time and effort reports, assigns tasks and duties and ensure Construction Field Inspectors have appropriate training. The position reports to the Superintendent Supervisor.The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Basic knowledge of the principles and practices of residential or commercial construction.
  • Basic knowledge of Xactimate or comparable software.
  • Strong time management and organizational skills.
  • Excellent problem-solving skills with the ability to analyze a situation identify potential problems and recommend solutions.
  • Experienced in analyzing multiple data elements and make decisions; strong judgement/decision making skills.
  • Skilled in handling with tact, consistency and sound judgment the diversity of public contacts demanded in consultative services and enforcement.
  • Experience in maintaining effective work relationships with a diverse range of stakeholders including public officials, strategic partners, citizen groups and other administrative partners.
  • Must possess a valid driver's license and clean driving record.

Associate's degree from an appropriately accredited institution and at least four (4) years of related experience in construction or an equivalent combination of education and experience.
