The Freight Technology Advancement Branch (FTAB) within California Air Resources Board (CARB)'s Transportation and Toxics Division (TTD) has an immediate opportunity for an Air Resources Engineer (ARE). The ARE helps develop and lead critical advanced freight equipment innovation programs, including the implementation and development of new regulations that accelerate the use of Zero Emission freight equipment.
This ARE position will play a key role in the ongoing development and implementation of CARB's freight technology programs, with a focus on rail. The engineer will work closely with staff on implementing and developing programs and regulations that will accelerate the use of cleaner freight equipment; provide guidance on compliance tracking mechanisms; and provide input and technical expertise related to the deployment of Zero Emission vehicles and equipment.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

This position is best suited for a detail-oriented, self-motivated individual with a creative and analytical mind. Strategic thinking, communication skills, and advanced data analysis abilities are essential. A mechanical or electrical engineering background is preferred, with in depth knowledge and experience in one or more of the following areas: Zero Emission technologies (component level understanding); the freight transportation system; diesel engine technologies; regulation and policy development. Experience in data mining for patterns, trends, and anomalies, as well as data visualization skills are a plus.
The most competitive applicants will have the ability to: accurately perform complex analysis and concisely document the methodology and results; anticipate program needs and initiate solutions; write concisely and effectively in plain language; communicate persuasively; critically evaluate technical data and perform accurate analyses with limited information; apply research to inform policy and technical recommendations; generate high-quality products in short timeframes; and work productively in project teams.
