Under general supervision, is responsible for the custodial care, supervision, health, welfare, rehabilitation, and transportation of youth detainees in a controlled group setting under the jurisdiction of the Probation Department; performs related work as required. As outlined under the Juvenile Justice Realignment, youth under local jurisdiction may be up to the age of 25 years.
SUPERVISION EXERCISED
Receives direct supervision from an assigned Youth Correctional Corporal, Youth Correctional Sergeant, Youth Correctional Lieutenant, or other management staff, as assigned.
Examples of Duties
  • May provide guidance to Youth Correctional Officer I regarding departmental rules, regulations, policies, and procedures.
  • Plans, organizes, and oversees a variety of group activities and work assignments of youths including, but not limited to, general recreation, physical education and rehabilitation programs and individual counseling sessions; oversees the supervision of youth's mealtime, personal care, and other general activities; performs and/or instructs youth in maintenance and housekeeping.
  • Counsels youth regarding individual and family, personal, social, or other behavioral issues or concerns; recognizes disabilities, reports observations, and seeks and implements appropriate services; may physically intervene in altercations among youth when reasonable and necessary and responds to other situations within the facilities; conducts room searches; performs procedures involving booking, fingerprinting and the release of youth; assists in maintaining security and safety for all staff and youths.
  • Prepares clear and accurate incident and other reports in an expeditious manner.
  • Transports youth to various facilities, to and from court and other locations outside the facilities as instructed.
  • Stays current with knowledge related to public safety by attending professional conferences and in-service education programs, as well as by reviewing information obtained from Department memoranda, staff meetings and professional publications to attain and maintain public safety-related knowledge and skills and determine the impact of developments and change on providing service excellence.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the county.

OTHER RELATED DUTIES
  • May be assigned disaster service worker responsibilities as directed.
  • Performs related duties and responsibilities as assigned.

Employment Standards / Minimum Qualifications
Knowledge of:
  • Operations, functions, services, and activities governing the operations of the County facilities for youth offenders.
  • Current local, state, and federal laws, codes, and regulations particularly those related to apprehension, arrest, search and seizure, preliminary crime scene investigation, and evidence and records maintenance.
  • Current local, state, and federal laws, rules and regulations pertaining to the safety and protection of people, property and grounds associated with the County, and its surrounding areas.
  • Federal, State, and local laws, rules and procedures governing the activities of a Youth Correctional facility, law enforcement agency and related criminal justice members.
  • Current crime prevention and law enforcement methods and procedures including those used in investigation and identification, records management, and care and custody of persons and property.
  • Law enforcement theory, principles, methods, and practices of community policing and their application to a wide variety of services and programs.
  • Crowd management and control procedures, and special event patrol techniques.
  • Disaster preparedness and terrorism response strategies.
  • Principles of human behavior and behavior modification strategies and techniques for the purpose of identifying at risk people.
  • Emergency communication techniques including equipment and its use.
  • Security, surveillance, and communication systems and codes.
  • The identification, collection, and storage of hazardous, dangerous, and illegal drugs, substances, and other items.
  • Use and care of offensive and defensive weapons and safety measures and self-defense tactics.
  • Safe driving principles and practices.
  • Safety policies and safe work practices applicable to the work being performed.
  • Local geography, County streets, public buildings, and businesses.
  • Principles and practices of sound business communication including proper English usage, grammar, spelling and punctuation.
  • Basic principles and practices of organizational improvement and culture change.
  • Record keeping and report preparations techniques to ensure department compliance.
  • Standard office practices and procedures, and the operations of standard office equipment.

Skill to:
  • Use sound judgment and make appropriate decisions in stressful situations and analyze and adapt to new situations quickly.
  • Operate and maintain department issued weapons and qualify periodically as mandated by law.
  • Make effective oral presentations to a variety of audiences with differing levels of knowledge regarding a variety of procedures.

  • Interpret, apply, and explain the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.
  • Meet all pre-employment as well as ongoing requirements pursuant to federal, state, and local legislation.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Effectively communicate with individuals for whom English is not a primary language.

Training and Experience:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Education/Training:
12 semester units or 18 quarter units in behavioral science fields such as criminal justice, criminology, corrections, social work, psychology, or sociology.
Experience:
Two (2) years of experience working with youths in a public setting, including one (1) year of experience comparable to that of a Youth Correctional Officer I.
Licenses, Certificates and Special Conditions:
  • Possession of, or ability to obtain, a valid California driver's license and the ability to maintain insurability under the County's vehicle insurance program.
  • Completion of the Juvenile Corrections Officer Core Course.
  • Ability to complete the PC 832 Arrest and Firearms Course.
  • Ability to obtain valid First Aid and CPR/AFD certifications.
  • Successful completion of a POST-approved comprehensive background investigation is required, including a review of employment history, criminal conviction record, psychological examination, credit history, use of intoxicants and/or other controlled substances.

Physical Demands:
While performing the duties of this job, the employee must maintain POST and department physical fitness and weight requirements necessary to perform the job functions with or without accommodation, such as the ability to walk, run, and operate motor vehicles and equipment. The employee must be able to lift, carry, or drag up to 100 pounds and occasionally up to 165 pounds.
Specific vision required for this job include 20/70 uncorrected, correctable to 20/30 and normal color vision. Hearing must be within normal range.

WORK ENVIRONMENT

Employees work primarily under typical office conditions and as needed in an outdoor environment with exposure to noise and outside weather conditions, biological hazards, and disease/infestations. The employee may be required to travel to locations other than assigned work site and to adjust to work schedule changes and requirements to work extended hours.
