Job description

The Office of Workforce Development area of Disparity Reduction department is seeking a Youth & Adult Career Pathways Strategist. In this position, you will build and nurture collaborative relationships with a variety of internal and external stakeholders including but not limited to multiple areas of the County such as county administration and elected officials, public and private sector employers, education and non-profit organizations, and other metro counties and the State. This position will also foster the valuable partnerships needed to support the mission and vision of Hennepin County youth internships and career pathway programs.
Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range.

Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Develop youth internship programs and career pathway programs requirements and project demand for services.
  • Develop implementation plans, goals, and objectives.
  • Evaluate program results and prepare reports to assist top management, County Administration and/or policy boards in making decisions about organizational and/or community program planning.
  • Manage projects to completion.
  • Analyze county business needs and service systems.
  • Evaluate and recommend integrated solutions and strategies to improve business outcomes.
  • Review and revise policies and procedures as it relates to youth internships and Career Pathways.
  • Provide business development consultation.

Need to have:
One of the following:
  • Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.
  • Master's degree in one of the fields listed above and two years or more of relevant planning analyst experience.
  • Bachelor's degree in one of the fields listed above and three years or more of relevant planning analyst experience.
  • Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst experience.

Nice to have:
  • Experience in project management and coordination with internal and external partners.
  • Experience in program design and implementation.
  • Ability to develop and maintain good working relationships with county staff and the general public.
