Description
The ideal candidate for this position possesses a strong ability to serve diverse customers both individually and in groups with empathy and professionalism. The Employment Security Department is hiring a full-time, permanent Employment Development Specialist to join the team at Yakima WorkSource, located in Union Gap. In this role, you'll provide direct services to job seekers and employers both inside the WorkSource office and while conducting outreach in the community. You will have the opportunity to meet with employers to support their needs to match the right job with a skilled applicant. Also working directly with employers to post their jobs in our statewide database, WorkSourcewa.com, help them with their job descriptions and provide labor market information including prevailing wages. You will represent the agency in providing integrated services to all customers, directly supporting the mission of ESD by partnering to connect employers and job seekers.
NOTE:
This position requires the ability to communicate effectively and clearly in both English and Spanish.
Duties
As a Business Services Specialist, you will assist employers to meet their labor needs by conducting activities that will match job seekers to employer openings. You will conduct outreach to employers to discuss with them hiring, set up hiring events, job, and resource fairs You will participate with community partners to build on a business services committee, contribute your time and expertise in employer outreach services. To support employers, you will provide staff-assisted customer services, to ensure they have the qualifications for the job listings you help create by conducting group and individual in-depth interviews, partial and full registrations, and review job readiness, employment barriers and customer needs. Administering skill, interest, and aptitude tests using formal tools, identifying employment and/or training goals, developing, and monitoring service plans, and developing recommendations for continuous engagement.
Some of what you will do:
  • Provide information about the full range of agency services and programs and direct to appropriate internal or external resources.
  • Provide for continuous engagement with our employer customers, providing labor market information, coaching on job descriptions, helping them make decisions on how best to attract the talent they need in an applicant, and working with them on "employer of the day" activities offered at WorkSource.
  • Refer customers to job openings, provide training if they are interested in obtaining skills to improve their employability and/or resources through WorkSource and/or partner services.
  • Conduct staff assisted job development, job matches and job follow-up; make job referrals; verify customer job search.
  • Answer phone calls and direct to the appropriate team as well as providing timely responses to email and face-to-face interactions.
  • Assist customers in the use of resource center services including technology, resumes, applications, and interview skills training to prepare for job openings.
  • Record and maintain case notes, service plans, program-related expenditures, and exit outcomes.
  • Represent the workforce partnership, communicate and work closely with partners and stakeholders; be responsive to requests.

Qualifications
Required:
  • One year as a WorkSource Specialist 2 or equivalent class within the Employment Security Department, or another state's Employment Security agency

OR
  • A Bachelor's degree and two (2) years of relevant experience in workforce development, social services or human resource services, public relations, or public contact work, such as: unemployment insurance, social services, human resource services, education, public relations, benefits programs, insurance claims, law enforcement and banking.

OR
  • A combination of education and/or relevant experience equals six (6) or more years.

Education to Experience Equivalences:
Associate Degree = 2 years | Bachelors Degree = 4 years | Master's Degree or Higher = 5 years

Additional Requirement of Employment:
  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.

  • Must be able to travel on a daily or weekly basis to provide services.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
