Job description

The Associate Personnel Analyst (APA) serves as the Workforce and Succession Analyst performing varied complex technical analytical work in the areas of Workforce and Succession planning. The incumbent participates in the design, organization, and implementation of a workforce development and Succession program that will focus on the five main areas of workforce planning: recruitment, retention, employee development, knowledge transfer, and Succession management. Assists in the coordination, development, implementation, evaluation, and ongoing progress reporting of DDS's Workforce and Succession Plan and the facilitation of identified goals and strategies supporting DDS's vision, mission, and values by providing guidance and consultation, recommendations, and training.

Working Conditions
This position is eligible to participate in DDS' hybrid telework schedule. Participation in telework is subject to DDS' guidelines. Occasional overnight travel within California.

Department Information
The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The DDS is located in a modern, sustainable and innovative office building at 1215 "O" Street, Sacramento, California. Some amenities of the building include:

  • Employee fitness center which includes a yoga studio, cardio equipment and weights

Special Requirements
The Statement of Qualifications (SOQ) must be typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the question below or submit an SOQ may not be considered.
  • This position will require you to analyze and present data to various programs and external agencies. Please describe how you would use data to provide recommendations to identify employment gaps, staff turnover, and retention.

    • Experience with and/or knowledge of the Management Information Retrieval System (MIRS)
    • Proficiency with Office 365, including Outlook, Word, and Excel.
    • Ability to communicate effectively both orally and in writing with all levels of staff, stakeholders, and business partners.
    • Strong organizational and analytical skills.
    • Strong written and verbal presentation skills.
    • Ability to take initiative and work independently.
