Job description

The Workforce Analyst will identify key metrics to track progress against organizational and workforce goals to measure success and/or alter the current course to meet evolving needs and develop ongoing and repeatable processes, tools, and capabilities to ensure sustainability in the out-years.
Responsibilities:


  • Conduct complex analyses to assess workforce issues and risk (e.g., considering multiple predictive factors and leveraging organizational, as well as workforce/personnel data) to inform good decision-making.
  • Assist with the prioritization of Occupational Series initiatives utilizing data analysis to drive task evaluation and recommend priorities of effort to minimize disruptions.
  • Provide a strategic view of labor "supply and demand " (hiring and attrition) to provide recommendations that best address future strategic business processes.
  • Address gaps in force/Client management, business processes, and resource allocation.
  • Conduct organizational and Client utilization studies for an organization.
  • Research and develop training or education materials in response to employee development needs.
  • Recommend work methods to increase workforce structure efficiency or effectiveness utilization.
  • Develop an Organization and Work Design Plan to support the change activities (from the BOFS) for the PM to review and provide approval for implementation. This plan must address organizational work and process details associated with administrative and fiscal tasks, communications, and other case management required functions.
  • Define and implement the new organizational structure and aspects of the relationships, such as work pass-offs, roles, and responsibilities, etc.
  • Assist the PM and other stakeholders with defining business rules for workload management (case/work allocation and distribution), work tasks, job descriptions, etc.
  • Perform an Organizational Impact Assessment. This assessment must identify organizational aspects (i.e., people, processes, and technology impacted by the changes) in a matrix form that facilitates tracking and monitoring of the identified impacts. Additionally, this assessment must document the details of each change’s impact, including specific personnel with job task changes, position reclassifications, realigning operations, etc.
  • Ensure that the implemented organizational changes are successful.


Requirements:


  • Bachelor’s degree in business administration, public administration, human resource or related discipline.
  • Eight (8) or more years' experience conducting research, gathering data, processing, assembling, and analyzing facts, drawing conclusions, effectively fusing results with other information, and developing solutions to force optimization-related problems.
  • Eight (8) years’ experience using modeling tools and research methods for commercial or government entities.
  • Experience designing and applying competency models to the employee lifecycle, experience with leadership succession planning, experience with workforce redesign, experience identifying and utilizing data to support workforce planning initiatives.
  • Ability to maintain or obtain a public trust clearance.
