DIRECT HIRE: Seeking an experienced PM II for an opportunity in the Vancouver, WA. area.  The PM II is responsible for managing all phases of projects from initiation and planning through execution, monitoring & controlling and closure. PM II's report to the Program Manager or Program Director for the Market Segment their projects are operating under. 
The PM II position is designed to be a mid-level level PMT position, allowing for career progression to a Program Manager Position after accumulating sufficient education, breadth/depth of experience and demonstrated performance.
A PM II position on a marine production program is typically responsible for managing the entire build and delivery of a marine watercraft / vessel, including all required deliverable documentation.  Associated revenue for a production build typically ranges from $50M to $100M.
Pay Range:$105K - $120K (possibly more, depending on experience)


ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:
(This list is not intended to detail all aspects of the assigned work, but is representative of the role’s potential breadth of responsibilities; multiple Project Manager IIs may be assigned to large programs who are assigned a subset of the responsibilities listed below).
  • PM II is responsible for managing all phases of assigned projects from initiation and planning through execution, monitoring & controlling, and closure
  • Phases of projects to be managed are in general accordance with PMI’s PMBOK and a Project Manager II’s responsibilities include the majority of those outlined by the PMBOK
  • PM II is responsible to fully comprehend contract requirements as they relate to a production build
  • PM II manages scope, change, and risk/opportunities for their assigned projects, assuming responsibility to manage contract/project growth responsibly without putting company or customer top level objectives at risk
  • PM establishes financial and scheduler targets for achieving revenue, gross margin/profit, and free cash flow in conjunction with business leaders and then leads management of the project to achieve or exceed those targets
  • PM II provides oversight of routine and advanced technical work performed for their projects and ensures that quality standards for all deliverables are achieved within established schedules, budgets, and scope definitions
  • PM II is responsible for development and/or execution of subcontracts; including technical, schedule, and cost performance of subcontractors, and achievement of small business goals, where applicable
  • PM II responsibilities include monitoring and controlling project performance and making course corrections where necessary to meet project schedule, cost, quality, safety and corporate goals
  • PM II is responsible for all project performance reporting, delegating to project staff as appropriate
  • PM II is responsible for project close-out, ensuring close-out of all supplier purchase orders and final invoices on behalf of the company are complete
  • PM II will assist the Program Manager in the development and supporting of a world class team to support the program, planning, budgeting, scheduling, strategic supplier decisions, integrated logistics support, contract management, and P&L responsibilities
  • Significant leadership and collaboration responsibilities extend to other members of the program team, supporting company team members, third-party contractors, and consultants 
  • PM II is responsible for planning and facilitating all aspects of communication between different stakeholders within the company and the Customer
  • The PM II is responsible for achieving Customer Satisfaction and being responsive to Customer concerns
  • PM II accomplishes all of the responsibilities above by strict adherence to Project Management and Corporate processes and policies
  • PM II also prepares or delegates preparation of related work products required by these processes or procedures
JOB SCOPE:  The role operates within general parameters, but must use sound judgment and independent decision making when carrying out job responsibilities. Has the ability to influence and recommend modifying existing protocols. As a key PMT staff member, each Project Manager II is held accountable for the overall guidance and consistency across projects to ensure profitable performance of the work is achieved. PM II’s have profit and loss responsibility for his/her projects as well as, a critical role in securing revenue and free cash flow for the Company.  Failure to meet the expectations of the customer could result in significant loss of future business.
SUPERVISORY RESPONSIBILITY: The position directly manages as many as 3 to 6 employees, with up to 50 through subordinates.
INTERPERSONAL CONTACTS: The Project Manager II coordinates his/her efforts with other Managers and Supervisors at all levels in the business unit and with support services Manager IIs.  This candidate must be effective at influencing and collaborating with other Managers, peers, and individual contributors not in the direct line of authority in order to perform successfully.  The position represents the Company through formal and informal interactions with the customer.  Additionally, the individual interacts with industry peers on a less frequent basis. The Project Manager II must have a relentless desire and ability to follow through and persist in developing and maintaining productive relationships, both internally and externally.
KNOWLEDGE SKILLS AND ABILITIES:
  • Ability to exercise sound judgment, work well independently, prioritize duties and follow tasks through to completion in a timely manner to meet deadlines; fulfills the responsibilities of the role with little oversight or guidance  
  • Must be a well-organized, detail and customer (internal and external) oriented, self-starter, strong work ethic
  • Excellent interpersonal and communication skills, both oral and written for constant interaction with all department and employee levels and outside customers and government personnel
  • Ability to handle competing priorities and deadlines effectively, able to handle the pressure of constant interruptions and respond well to last minute, high priority, time and business sensitive projects
  • Understands the fundamentals behind the methods/procedures, able to make decisions that are in line with these principles on their own
  • Experience in a fabrication or construction environment, preferably job-shop or general contract companies
  • Strong fabrication or construction background/builder-mentality
  • Strong technical skills/aptitude
  • Understanding and actual experience using Earned Value Management
  • Proactive (constantly looking for ways to improve the project’s performance and head-off risks)
  • Team mentality, anticipating the needs of other Program Team members and Senior Management
EDUCATION AND/OR EXPERIENCE:
  • Bachelors of Science in a technical discipline, or a minimum of 5 years’ experience in fabrication, construction, custom manufacturing, or similar industries is required
  • Minimum requirement of 5 years’ experience in a Project Manager role
  • Experience in the Marine Fabrication industry is preferred, not essential

CERTIFICATES, LICENSES, REGISTRATIONS: 
Project Management Professional (PMP) certification preferred; if not already certified, candidate will be expected to obtain certification within a reasonable timeframe after commencing work.
PHYSICAL DEMANDS:  Work is conducted in a dynamic, fast-paced office setting.  The person may be required to be in production areas at times.  He/she must be able to walk to and from job sites.  He/she/they may be required to work more than 8-hour shifts and weekend work.  There may be local travel up to 10% of the time and out-of-town travel (including air travel) up to 5% of the time with notice.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
