Job description

SUMMARY

Line Locator - Locates water and wastewater lines of the City's water distribution and wastewater collections systems, per requests from "Arkansas One Call", other City departments, and customers. Prices departmental job orders and interacts with and evaluates customer problems and complaints by performing the following duties.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.


Surveys and provides amounts for all new service charges.


Locates water and wastewater collection lines and other facilities by reading blueprints, maps, equipment diagrams, and by utilizing portable location devices.


Locates and marks water and wastewater lines as requested by contractors, Arkansas One Call, and water and wastewater crews.


Checks, verifies, and determines reported water leaks.


Assists service crews with main line operations functions.


Provides customer assistance concerning water leaks, complaints, and all phases of in-field customer relations.


Serves as a direct link between customers and service crews relating to new services or leak repairs.


Trouble-shoots problems, performs repairs, and reports conditions to the Assistant Water Utility Manager.


Assist the water distribution and wastewater collection specialists in the performance of their duties.


Proficiently monitors and results locate request in Korterra or similar locate ticket management software


Be available on a 24-hour on-call basis to trouble calls.


This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.


Use field base knowledge to assist in GIS data collection through use of Trimble Catalyst and Ground penetrating radar.


Performs other duties as assigned.

QUALIFICATIONS

Must also reside in Arkansas and within a reasonable distance from the center of the City of Bentonville in order to respond to emergencies that may arise.


EDUCATION and/or EXPERIENCE

One year certificate from college or technical school and three (3) years related experience and/or training; or equivalent combination of education and experience.


LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent. Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume.


REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


CERTIFICATES, LICENSES, REGISTRATIONS, SPECIAL SKILLS

  • Must possess and maintain a valid driver's license
  • Ability to obtain a Class III Water Distribution License
  • Ability to obtain a Class II Wastewater License (optional)
  • Able and willing to work rotational stand-by schedule
  • Have and maintain a personal telephone for emergency call outs

The employee must be able to traverse uneven, steep, wet, muddy, grown over spaces around open trenches. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and outside weather conditions. The employee is frequently exposed to wet and/or humid conditions, fumes or airborne particles, extreme cold, extreme heat, and vibration. The employee is occasionally exposed to high, precarious places; toxic or caustic chemicals; and risk of electrical shock. The noise level in the work environment is usually moderate.


WORK HAZARDS

Work hazards for this position include:


Thorns, tall grass, open trenches, and heavy brush when locating in easements.


Noise from jackhammering concrete or asphalt, heavy equipment operations, air compressor, generators, hydro jet trucks, vacuum trucks, cutting/sawing operations, large electric motors, motor driven pumps, electric saws, drills, and grinders.


Chemical, Bacteriological and Physical Injury Hazards for this position would include:


Methane gas, natural gas, low oxygen levels, oxygen rich levels, hydrogen sulfide gas, asbestos dust, clay dust, concrete (skin contact), Hepatitis A, B and C, drowning, equipment injuries, traffic accidents, snake bites, insect bites, poison plants, and excavation cave-ins.
