Job Summary:

This position serves as a key team member of the Assured Water Supply team, which is in a fast-paced, team-oriented environment.
This position will be primarily for processing applications for recovery well permits, underground storage facility permits, assured and adequate Water Supply determinations and extinguishment/conveyance applications. Analyzes applications for consistency with regulatory criteria, technical criteria, accuracy throughout the application process. Additional duties will include review of program-related annual reports and long-term storage credit calculations. This position requires significant interaction with the general public, applicants, and their representatives. The position requires timely and accurate processing of complex data and a working knowledge of departmental policies and procedures as well as the statutes and rules governing recharge and assured and adequate Water Supply in the state of Arizona.
A hybrid work schedule (some work in the office and some work from home) is available for this position.

Job Duties:

This position reviews recharge, assured and adequate Water Supply applications, including application in take procedures. Advises applicants on application strategies, regulatory requirements, and technical needs. Participates in application meetings, generates and responds to written correspondence. Analyzes applications for consistency with regulatory criteria, technical criteria, agency policy and statutory requirements
Assists in development of databases and accurately track large volumes of data. Reviews and generates internal and external data from outside entities and annual reports. Creates and manipulates data with mail-merge documents, Microsoft Excel, Access and in Oracle environments. Performs Licensing Time Frame tracking, and Water use and storage data tracking.
Processes extinguishment of grandfather groundwater rights. Including review of legal descriptions and subsequent credit calculation, tracking and issuance.
Reviews annual reports for recharge facilities and designations of assured and adequate Water Supply. Reviews to ensure compliance with designation requirements and calculation of water account balances. Reviews recharge reports to ensure compliance with permit obligations and calculation of long-term storage credits. Assists public in preparing annual report submittals and perform data entry
This position requires the ability to accurately operate Arcview GIS systems. This includes the update of existing service area maps, grandfathered groundwater rights and the creation of new GIS maps based on internal and external data.


Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • The ecological, hydrologic, engineering, and socio-economic aspects of water usage and Water Supply
  • The occurrence, behavior, and significance of water in nature
  • The historical governmental involvement with Water Supply, usage, and resource management
  • Department policies and procedures, as well as the statutes and rules governing recharge, assured and adequate Water Supply, and the Groundwater Management Code
  • Current State and Federal water resource management laws and regulations, including water rights administration and Water management planning
  • GIS, mapping, database construction, and maintenance
  • Information sources and research methods and techniques utilized in WATER RESOURCES management

Skills in:

  • Establishing and maintaining effective working relationships within the Department, other governmental entities, private and public sectors
  • Analyzing and interpreting water resource management data
  • Effective written and verbal communication
  • Using computers and computer models to organize, analyze, and interpret water resource management data
  • Applying a multi-disciplinary approach to resolve complex, sensitive, and/or visible water resource management issues
  • Researching, reading, analyzing and evaluating documents
  • Excellent interpersonal, oral and written communication

Ability to:

  • Present complex technical and regulatory information in a concise and easily understood format both written and verbally
  • Use computers to retrieve, organize, and present water resource management data.
  • Analyze a situation, identify problem area(s), propose solutions and assist in implementation of those solutions
  • Independently gather appropriate information from documents or through content knowledge experts to support the decision-making process
  • Work effectively with individuals and groups, both internally and externally
  • Maintain a customer service orientation through interactions with clients, consultants, agency staff, and other individuals
  • Handle multiple projects simultaneously.

Selective Preference(s):

This position requires:

Four (4) years professional experience in data management or records retention, or Bachelor’s degree and two (2) years professional experience in data management or records retention, or a Master’s degree.

The ability to accurately operate Arcview GIS systems.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.29%.
