About the Position:
This specialty Hydrogeologist position oversees groundwater well infrastructure, groundwater permitting, data analysis, contractor management and coordination with Water Operations and Water Quality Departments. Assists with new groundwater well design and construction, including drilling of new wells and rehabilitation of existing wells. Responsible for infrastructure projects management, expert technical and regulatory assessments, and performing liaison/communication responsibilities between Water Resources and the general public, outside agencies and other City Departments.
Minimum Qualifications
- A Bachelor's Degree in Civil, Environmental, Mechanical or Chemical Engineering or related Physical Science, including Chemistry, Biology, Geology, Environmental Sciences or Physics from an accredited educational institution.
- Seven years' professional level experience in one of more of the above areas.
- An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.
- Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
- Obtain and maintain upon hire or promotion, Registration as a Professional Engineer (PE) or Professional Geologist (PG) by the Arizona State Board of Technical Registration, OR by the technical board in another state, with the ability to obtain Arizona Registration within six months of hire or promotion.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Essential Functions
- Provides direction and planning in the design and installation of new groundwater wells for surface water backup supply.
- Conducts analysis of groundwater wells and makes recommendations in the areas of well drilling and rehabilitation.
- Prepares modifications to existing Aquifer Protection Permits (APP’s) and periodically revisits current APP language to ensure the Department is in compliance.
- Coordinates the Deep Well Aquifer Storage and Recovery (ASR) program.
- Serves as the primary contact between the Planning Department & Water Resources Engineering and the field operations management and staff regarding groundwater and recharge well infrastructure.
- Serves as a team member in the development of short- and long-term Capital Improvement budgets and program goals for Water Resources.
- Develops and maintains computer numerical groundwater models to assure that the water and sewer systems, together with the underground aquifers, are used to assure an adequate supply to the lands with the City.
- Serves as liaison with other political jurisdictions (Bureau of Reclamation, Central Arizona Water Conservation District, Arizona Department of Water Resources, Salt River Project, Maricopa County and the City of Phoenix) as required to represent the interests of Water Resources Planning and Engineering.
Work Environment/Physical Demands
- Most work is performed in a City office environment, with occasional field settings.
- Lift and carry materials, plans and reports weighing up to 30 pounds.
- Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machine requiring continuous and repetitive arm, hand, and eye movement.
- Travel to/from meetings and various City locations.
