Position:

This classified position is expected to be of limited duration due to the funding of the position and is designated as a limited-service position (funding through December 2026) but may be extended as funding is approved. 

The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Engineer for the Coeur d’Alene Regional Office.

This position may be eligible for a moving/relocation reimbursement. Moving bonus criteria must be met in accordance with the State of Idaho Moving Policy.

Responsibilities:

· Review and approval of engineering plans, specifications, and reports to ensure compliance with applicable state environmental rules and laws related to drinking water and wastewater systems; conduct complaint investigations; perform routine inspections and preparation of inspection reports; permit writing; and assistance with managing the drinking water and wastewater grant/loan program.

· Assist in resolving complex issues involving technical engineering and regulatory compliance issues.

· Assist with negotiating formal and informal resolutions to violations of rules and laws using appropriate and applicable compliance tools such as enforcement referrals, notice of violations, consent orders, and civil complaints.

· Assist stakeholders in understanding and complying with state and federal environmental rules through outreach efforts.

Minimum Qualifications:

Staff Level: (Salary: $32.00 - $34.05)

Licensure: Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12; 
 
AND 

Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards. 

Associate Level: (Salary: $30.00 - $33.00)

Certification by the Idaho Board of Professional Engineers as an Engineer-in-Training OR certification from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET): AND A Valid driver's license; AND Two years of E.I.T. experience: reading and interpreting engineering plans, specifications, and standards on projects; interpreting and applying federal, state, and local laws, when applying standard engineering principles and practices; coordinating field work and inspecting projects or facilities for compliance with standards.

AND 

Experience: analyzing, interpreting and applying federal, state and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting and adapting standard engineering plans, specifications and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards. 

Intern Level: (Salary: $27.00 - $31.50)

Graduation from a four-year Engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS within six (6) months of hire receive certification by the Idaho Board of Professional Engineers as an Engineer Intern 

OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) 

OR graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) PLUS verification that the candidate has passed the Fundamentals of Engineering Examination. 

 (REQUIRED MQ SPECIALTY): Do you have at least six credit hours of education related to Water Quality inspection procedures and Clean Water Act, Safe Drinking Water Act, and related laws, guidelines, and practices applicable to wastewater, public drinking water, or solid waste systems.

Desired Specialty Minimum Qualifications - FOR ALL LEVELS

At least six credit hours of education related to Water Quality and/or water pollution control, including current technologies, construction and operational methods, mechanical systems, and material specifications to include inspection procedures; Clean Water Act, Safe Drinking Water Act, and related laws, guidelines, and practices applicable to wastewater, public drinking water, or solid waste systems; AND approximately two years of EIT experience in Water Quality.

At least six credit hours of education related to Water Quality and/or water pollution control, including current technologies, construction and operational methods, mechanical systems, and material specifications to include inspection procedures; Clean Water Act, Safe Drinking Water Act, and related laws, guidelines, and practices applicable to wastewater, public drinking water, or solid waste systems; AND approximately two years of EIT experience in Water Quality.

At least six credit hours of education related to Water Quality and/or water pollution control, including current technologies, construction and operation methods, mechanical systems, and material specifications to include inspection procedures; Clean Water Act, Safe Drinking Water Act, and related laws, guidelines, and practices applicable to wastewater, public drinking water, or solid waste systems; PLUS approximately two years of engineering experience in the areas listed.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.

• Ability to bend and reach for filing purposes.

• Some periods of heavy reading and typing are required.

• Ability to lift 30 pounds when working with file boxes.

• Ability to climb ladders, staircases, work on uneven terrain.

• Ability to lift and carry up to 30 pounds over rough terrain.

• Ability to work in adverse or inclement weather.

• Ability to work in extreme hot or cold temperatures both outside and inside.

• Ability to work on elevated instrument platforms, ladders, etc.

• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

• May work in the vicinity of loud noise.

 Other Requirements:

· Valid driver’s license

· Occasional travel required
