Function
Provide supervision, case management, and counseling interventions to juveniles placed in pre and post dispositional detention and outreach programs by the Hampton Juvenile Court; make recommendations to the Hampton Juvenile Court concerning appropriateness for release and conditions for community supervision; complete detention visits and interviews with parents and document work in automated case management system.
Examples of Work
• Interviews juveniles and their parents to obtain background information that will assist in determining the need for continued detention placement or detention alternative services.
• Provides information to parents regarding detention services and programs, procedures of the juvenile court and court service unit.
• Provides individual counseling interventions to juveniles in secure detention and makes recommendations to detention home personnel regarding services for juveniles while in confinement.
• Responds to inquiries for information in a timely and courteous manner.
• Utilizes the DJJ Detention Assessment Instrument to assist in the decision process for recommending need for detention and detention alternative programs
• Utilizes CSU Step Down Protocol form to assist in making decisions regarding release from detention and less secure
• Attends juvenile court delinquency hearings and provides detention and detention alternative placement recommendations to the Hampton Juvenile Court
• Collaborates with CSU diagnostic, probation, and parole officers regarding pre-dispositional placement decisions for assigned cases
• Confers with Intake Unit Supervisor regarding expediting disputes with CSU diagnostic, probation, and parole staff
• Serves as primary liaison to Newport News Juvenile Services Programs for Hampton Cases
• Ensures information regarding youth placed in detention and alternative programs reaches CSU staff in a timely manner
• Enrolls assigned cases into Workload System
• Maintains an accurate and up to date program roster of youth screened detention and detention alternative services
• Utilizes JTS, Safemeasures, CSU placement roster to compile program data for quarterly reporting
• Maintains positive working relationship with public and private service providers and law enforcement
• Compiles records and provides written termination reports on all clients to the juvenile court or to juvenile intake
• Performs other related duties as assigned
Qualifications
Bachelor's Degree from an accredited college or university in the Social Sciences, Criminal Justice, Corrections, Social Work, Sociology, Human Resources, or related field of study required. Experience may substitute for education on the basis of one year of appropriate experience for each year of education.
Minimum of one (1) year of experience working directly with at-risk juvenile populations or juvenile offenders and families.
Requires knowledge of the juvenile and/or criminal justice process and local judicial system; knowledge of family dynamics and the risk factors associated with juvenile delinquency; knowledge of the continuum of services and programs available to court involved juveniles. Must have the ability to use a computer for case management purposes; Microsoft office experience preferred. Must have the ability to make decisions independently; interpret and apply complex policy procedures; must be able to communicate effectively both orally and in writing; must be able to establish and maintain harmonious working relationships with other co-workers and other agencies. Requires the willingness to respond to customer needs with patience, tact and attention to detail.
Must possess and maintain a valid driver's license and have a satisfactory driving record based on the City of Hampton's criteria.
Must successfully complete a criminal background investigation to include drug testing.
Features
Position performs duties under the general supervision of the Hampton Court Service Unit Director or designee. Frequent contact with court involved juveniles and their parents, courts, defense attorneys, and treatment facilities. Requires a moderate level of independent decision making; must be able to exercise sound judgment in stressful situations. Requires working some non-standard hours to include some late evening hours. Requires frequent phone contact with parents and frequent detention contact with juvenile placed in detention, and occasional home visits to potentially hazardous neighborhoods. This is a non-exempt position.
