PURPOSE OF POSITION

Develop, implement and administer the Enterprise Risk Management (ERM) Program across the Credit Union's departments.

 

ESSENTIAL DUTIES         

  • Reports to the Chief Financial Officer (CFO) and carries out the Enterprise Risk Management Program by supporting a culture of risk transparency, disclosure and open dialogue across the Credit Union to manage risks within the Credit Union's risk appetite.
  • Provides guidance to the Executive Management Team and the Board of Directors in establishing a risk-appetite statement and risk tolerance thresholds for the Credit Union. Facilitates the identification, assessment, aggregation, management, and monitoring of risks in the context of the Credit Union's risk profile and appetite.
  • Monitor the effectiveness of internal Risk Management systems including the escalation and reporting processes.
  • Partners with Internal Audit in conducting reviews of business activities to ensure compliance with NCUA's rules and regulations and to recommend improvements for operational efficiency.
  • Presents initiatives to the Risk Management Committee (RMCO) to vote on as necessary and in accordance with the Credit Union's established Enterprise Risk Management (ERM) Policy.
  • Provides regulatory training to the Board of Directors, as required by the NCUA.
  • Provides direction and oversight for the Credit Union's Bank Secrecy Act (BSA) Program; the Fraud Prevention Program; and Information Security Program.
  • Responsible for establishing and maintaining a written Security Program under Part 748 of NCUA's Rules to protect the Credit Union from robberies, burglaries, larcenies and embezzlement, ensure the security and confidentiality of member records, respond to incidents of unauthorized access, assist in the identification of persons who commit or attempt such actions and crimes, and prevent destruction of vital records and ensure that any consumer information is properly disposed of in accordance with the Credit Union's Information Security Program. Facilitates periodic security reviews of various Business units and makes recommendations, as necessary, for changes.  Also prepares periodic Security reports for Executive Management and the Board of Directors.
  • Assists in conducting complex investigations and interviews from known or suspected internal or external criminal activities, collects data, and refers investigations as necessary and/or required to federal, state, and local law enforcement agencies for prosecution. Maintains working relationships with and contacts for law enforcement and regulatory agencies for use in the event of emergencies and/or committed/attempted crimes. May also assist in representing Andrews Federal in court proceedings arising from crimes committed or attempted against the institution.
  • Prepares and maintains operating budgets and business plans that encompasses BSA, Fraud, and Information Risk.
  • Assists the Director of Information Risk in coordinating the implementation of the Business Continuity Planning (BCP) Program for all business units, identifying the roles and responsibility of each Business Unit in the overall Security Program.
  • Assists the Director of Operational Risk in carrying out the Vendor Management Program.
  • Along with the Director of Regulatory Risk, keeps apprised of all emerging compliance issues, their effect on Andrews Federal, and assists business units in establishing appropriate policies, procedures and controls as well as BSA issues as they relate to new products and services.  Also assists in reviewing Marketing materials for compliance with NCUA's advertising rules.
  • Develops, updates, and implements existing and new policies and procedures as necessary.
  • Collaborates with Training to deliver Fraud, BSA, and Information Risk Training and also reviews online course content meets NCUA's regulatory requirements for credit union staff.
  • Regularly attend job-related seminars to gain practical knowledge from recognized authorities and to keep informed of changes in any of the responsible areas.
  • Interacts with co-workers, supervisors, members, and outside contacts in an appropriate, professional manner which projects a positive image of the department and Andrews Federal.
Qualifications

REQUIRED EXPERIENCE

  • Bachelor's degree in a related field, equivalent knowledge or an acceptable equivalent combination of education and experience.
  • A minimum of seven years of experience in a financial institution with at least five of the years in a Risk/Security Management role.
  • Must have a strong understanding of the compliance and audit process as it relates to Financial Security, Financial Fraud, and the Bank Secrecy Act.
  • Must have a strong understanding of federal and state laws, rules and regulations for financial institutions and experience with Bank Secrecy Act compliance management and training.
  • Must possess or have the ability to possess Financial Institution compliance certifications from trade associations such as the American Standard for Industrial Security (ASIS), the Association of Certified Fraud Examiners or the NAFCU's Certified Compliance Officer designation.
  • Excellent verbal, written and interpersonal skills.
  • Above average proficiency with standard MS Office products is required.
  • Must be detail oriented.
  • Must be able to effectively manage multiple priorities simultaneously.
  • Must possess excellent organizational and analytical skills.
  • Must be able to exercise sound judgment.

PHYSICAL REQUIREMENTS

  • Must be able to lift up to 10 pounds.
  • Requires the ability to sit for extended periods of time.
  • Must be able to operate standard office equipment to include keyboard, copier and fax.
