Introduction
The Division of Public Health (DPH) within the Department of Health Services (DHS), works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting for a Vital Records Program and Policy Analyst to serve the Office of Health Informatics (OHI). This position will be located in Madison, WI and will work Monday through Friday with daytime hours. This is a hybrid position that offers the option to work remotely up to 3 days per week with the other 2 days from 1 W. Wilson St. office. This schedule may vary based on training or operational needs.

Position Summary
As the Vital Records Program and Policy Analyst, you will be responsible for serving as a State Vital Records Office (SVRO) policy specialist and advisor to managerial staff regarding legislation and policies related to Vital Records operations.
Additional duties include:
  • Developing, implementing, and coordinating new and existing statewide policies, procedures, and activities that guide the SVRO and SVRO business partner operations.
  • Creating and implementing Vital Records data quality processes including quality assurance and quality improvement.
  • Achieving consistent public policy related to the functions provided by the SVRO and SVRO business partners in the registration and amendment of records for birth, death, marriage, domestic partnership, termination of domestic partnership, and divorce.
  • Providing training and documentation to ensure accurate and consistent data reporting and record processing.
In this position, you will be the recognized expert for Vital Records Preservation and Special Services Unit and SVRO business partner operations. You will attend business partner association conferences, meetings, and workgroups to be able to identify and document issues facing business partner operations.
Salary Information
The pay for this position is between $36.00 and $40.00 per hour (approximately $74,800 to $83,200 per year), plus excellent benefits. A 12-month probationary period is required.
Pay for current or former employees is based upon the rules that apply to compensation for the applicable transaction. This position is classified as a Program and Policy Analyst Advanced and is in pay schedule and range 07-03.
Job Details

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
Qualifications
Minimally qualified applicants will have all of the following:
  • Experience coordinating, facilitating, and evaluating trainings for employees or internal or external partners.
  • Experience establishing and maintaining internal and external relationships (e.g., engaging members of the community, building rapport with consumers and local government agencies, etc.)
  • Experience developing, analyzing or communicating laws, policies and procedures.
Well-qualified applicants will also have one or more of the following:
  • Experience working in a Vital Records office (e.g., triaging requests, issuing or maintaining documents, etc.).
  • Experience with strategic planning activities or implementing strategic plans.
