Duties
This position is organizationally aligned to Public Affairs, Office of the Medical Center Director, at the Edward Hines Jr. VA Hospital, Hines, IL. The primary purpose of this position is to plan the details of developing conventional visual products that depict or present subject matter information or ideas for Edward Hines Jr. VA Hospital.
Meets with the client (e.g., author, editor, or program official) to learn the information objectives of the project, the points to be emphasized, the relationships to be stressed, and the relative degree of importance of pieces of the information to be disseminated. Discusses such details as the size, layout, kind and quality of materials, medium, color schemes, typography, lighting effects, specific visual elements or materials to be incorporated (e.g., photos, illustrations), and/or reproduction methods; the most effective medium to convey the objectives of the project, and the points to be emphasized; and the desired appearance and contents of the desired products.
Plans the visual aspects of publications or presentations where the general format and specific themes to be illustrated are predetermined. Selects photos, illustrations, or other visual materials from among those provided with the assignment or found in the files. Judges the reproducibility of the material and any enlargement or reduction necessary to achieve the specified visual effect.
Determines the appropriate typefaces and sizes along with other typographical elements from among an approved group. Prepares layouts of pages or presentation materials such as photographic slides, and posters. Researches source materials and visual elements to create a visual product. while complying with budget restraints and pre-established time frames, to develop and translate available source material into visual designs.
Uses knowledge of basic photographic composition in positioning subjects, arranging backgrounds, and selecting camera angles and views to achieve aesthetically pleasing results. Uses knowledge of the capabilities, limitations, compatibilities, and operation of standard cameras, including electronic still imaging, and accessories, including different films, filters, diffusers, lenses, and lights.
Provides photographic support to the organization's public information activities by photographing or videotaping award presentations, official portraits, buildings and grounds, and staged or candid shots of equipment and work operations.
Applies knowledge of the lights, lenses, and exposures needed to photograph indoors and outdoors, in confined and spacious areas, in natural and fluorescent lighting, and at night.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
BASIC REQUIREMENTS: Must meet one of the following:
EDUCATION: Undergraduate and Graduate Education: Major study commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
OR,
EXPERIENCE: Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
GS-11 GRADE REQUIREMENTS:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and ability to independently plan, design, and execute a broad range of visual material whose purpose is to communicate information pictorially for publication, exhibits, lectures, or video production. Knowledge of a variety of methods, techniques, and materials used in the design, production and reproduction of visual products to plan the technical details of, or produce, aesthetically composed visual products in a timely manner. Basic knowledge of specialized subject matter such as medicine, science, or a related field peculiar to medical facility organization functions. This knowledge is needed to understand the specifications and generally usable, observable, and recognizable visual materials provided with assignments; and to incorporate visual material into a visual product, such as photographs or charts to be reproduced- as part of a publication. Ability to present general subject information in a visual form that conveys the intended message to, or has the desired effect on, the intended audience. Ability to determine the best method of reproduction to produce jobs quickly and competently to meet the customer's needs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Masters or equivalent graduate degree; or 2 full years progressively higher level graduate education leading to such a degree; or LL.B. or J.D. if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work, which is performed primarily while seated, requires no special physical demands. The work is performed in an office setting.

Additional information
Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
