VEGETATION MANAGEMENT ADMINISTRATOR

POSITION SUMMARY

Responsible for assisting the Integrated Services Manager with the effective administration of FEC’s integrated Vegetation Management program, to include: assisting the Integrated Services Manager with any tasks assigned; coordinating the activities of the Vegetation Management work group; documenting the ongoing right-of-way maintenance; coordinating with Vegetation Management contractors daily to ensure all work meets the FEC specifications; coordinating with public and private landowners; and communicating plans to members while explaining the benefits of maintaining the right-of-way and assisting with the ongoing community education efforts.

ESSENTIAL FUNCTIONS
  • Assist the Integrated Services Manager in the administration of the right-of-way work, to include, but not limited to:
    • Coordinate with members and contractors as well as non-electric utilities when necessary.
    • Work with Integrated Services Manager to schedule and assign work and resources.
    • Coordinate with the Foremen on the assigned jobs to ensure that deadlines are met and manage the flow of work.
    • Frequently inspect and review work being performed by the crews to ensure compliance with rules, regulations, and laws as well as safety compliance, job progress, work practices, and job and performance standards. Adjust work methods where necessary.
    • Perform tree assessments.
    • Communicate as needed with members regarding the progress of work being performed, problems, questions, crew performance and etc.
    • Coordinate all incoming and outgoing service orders, work orders and reports. Ensure all information is accurate and completed correctly.
    • Receive incoming phone calls and provide information to members.
    • Coordinate contractor(s) operations. Ensure the contractor is performing within the FEC accepted contract/bid and following all safety rules.
    • Prior to work being done on a right-of-way, communicate with all private and/or public landowners regarding upcoming projects or delegate to Tree Trimmer Foreman as appropriate.
    • Coordinate with supervisor and the Vegetation Management crew(s) an appropriate plan for proceeding with work in the rights-of-way.
    • Become familiar with the FEC Vegetation Management Plan and participate in periodic review of Vegetation Management program.
    • Provide public training/information on Vegetation Management and safety around powerlines, to include school visits, Arbor Day activities, etc.
  • Complete assignments and always conduct himself/herself professionally and courteously with members, landowners, contractors, employees, and the public working to ensure harmonious relations and the continued good reputation of the organization.
  • When traveling throughout FEC territory, be aware of the condition of the electric system. When a problem or hazard is identified, accurately complete a service order and/or communicate with the appropriate FEC department.
  • Maintain ongoing communication with the Integrated Services Manager regarding situations requiring immediate attention, problems/concerns, questions and etc.
  • In pursuit of zero workplace incidents, promote and maintain a positive safety culture while adhering to all applicable policies outlined in the Safety Manual. Report all incidents and potential safety hazards in a timely manner to supervisor or Safety Coordinator.
  • Become familiar with and keep current with FEC objectives and applicable policies.
  • Continually review all work methods, procedures and etc. to discover and implement more efficient and effective methods.
  • Maintain a working knowledge of: NESC, OSHA and ANZI standards; vehicle, equipment, and workplace safety regulations and standards for electric utility work. Convey this information to the Vegetation Management crew(s).
  • Pursue advances in technology and keep informed of industry trends.
  • Demonstrate strong conflict resolution and negotiating skills.
  • Perform other duties as assigned by management applying the same skill and enthusiasm as with regularly assigned responsibilities.


MINIMUM POSITION QUALIFICATIONS


Education: Associates Degree in Forestry, Environmental Science, or related field required.
Job Related Experience: 1 to 4 years of Vegetation Management experience in a position with administrative functions, including interactions with the public and familiarity with contracts, and knowledge of legal descriptions and related topics required. Experience in the oversight of a safety program related to line-clearance tree operations. Experience with Vegetation Management efforts; familiarity with pruning techniques. Proven ability to effectively monitor contract services and develop contract language. If applicant does not meet the Education required for this position, a minimum of 5 to 10 years of experience is required.


Supervision: No experience supervising required.

Computer Skills: Proficient on computer, includingMicrosoft Office 365.Experience with ESRI based G.I.S. system preferred.
Certificates & Licenses: Must have a Montana Driver’s License and be insurable. Certified Arborist or Certified Utility Vegetation Management Professional or ability to become certified preferred.Certified Pesticide Applicator or ability to become certified preferred.

  • Able to work 40 hours per week with additional time as needed.
  • Present a professional appearance at all times.
  • Valid Montana driver’s license and be insurable to drive FEC vehicles.
  • Be a team player with effective verbal and written skills.
  • Legible handwriting.
  • Exhibit excellent member relations and customer service skills.
  • Excellent negotiation and collaboration skill, diplomacy, and tact.
  • First Aid certified (or able to obtain certification through training provided by FEC).
  • Able to travel occasionally out-of-area and/or overnight.
  • Assume responsibility without direct supervision, display initiative and exercise good judgment.
