General Description
This position performs technical support work and is performed primarily in the field. This position responds to assigned requests for the location and marking of City-owned storm and sanitary facilities and performs and assists with Cured In Place Pipe (CIPP) inspection activities. This position responds to after-hours emergency locate requests. Such work is performed under the limited supervision of a Public Works foreperson. This position also may be assigned to provide basic technical support on survey crews to obtain data for preliminary surveys and to provide staking for streets, curb, gutter, sidewalk, storm and sanitary sewer and/or assist with construction and cured in place pipe inspection activities to ensure compliance with City's specifications, record contract quantities, prepare as-built drawings on completed construction projects and keep construction records. This position also requires general leadership while training new permanent and seasonal staff.

Examples of Duties and Responsibilities
Locating and Marking of Storm and Sanitary Facilities
  • Use Korterra software to review and document work performed for assigned one-call tickets.
  • Organize assigned tickets to accomplish work in an efficient manner.
  • Using GIS records and as-builts as a reference, accurately locate and properly mark sewer and drain facilities per established procedures and instructions provided in locate request. Perform work within time frame provided in locate request. Communicate with requestor to obtain additional information as needed to perform work.
  • Act as a liaison between Engineering and contractors when discrepancies are found in the location and marking of such facilities. Make field measurements and prepare as-builts drawings for record correction and update.
  • Inspect condition of located facilities and notify supervisor if repair work is needed.
  • Maintain related records. Notify supervisor when a change in GIS records is needed.
CIPP Inspection
  • Perform CIPP inspection activities per established procedures to ensure compliance with the City's specifications.
  • Maintain required documentation.
  • Collect samples and maintain chain of custody.
  • Communicate with contractors. Respond to inquiries from businesses, property owners, tenants, private utilities, contractors and the general public regarding inspection and construction considerations related to assigned projects and work with these individuals and groups to resolve the problems which the construction may cause them. Notify supervisor, engineer and/or project manager of potential problems so that the necessary action can be taken.
Perform other related work as assigned.
Minimum Qualifications
  • One (1) year of experience performing field work in support of engineering and public works construction and maintenance activities such as that gained as a or with the City of Madison Engineering Division.

  • One (1) year of experience performing utility locating and marking for a private utility or locating contractor.

-OR-
  • Associate's degree in Civil Engineering or closely related area.

Familiarity with the following:
  • Standard engineering and public works construction nomenclature and mathematics including geometry and trigonometry.
  • Survey instruments and equipment and surveying principles, practices, procedures, nomenclature and symbols, including GPS.
  • Computer software applicable to the duties of the position.
  • Methods and techniques for inspecting public works construction projects.
  • Underground sewer utility installations.
  • Principles and practices of engineering drawing and drafting.

Special Requirements
Required licenses and/or registration:
  • Valid Wisconsin driver's license required at time of application.

Physical requirements:
  • Stand for long periods of time, walk long distances, traverse uneven terrain.
  • Lift sewer access structure lids weighing up to 75 lbs.
  • Work in adverse weather conditions.

Leave
Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.

Employees earn 3.5 personal days in addition to vacation.
Employees receive eight official paid holidays (New Year's Day, Martin Luther King, Jr. Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, Christmas Day), as well as 3 paid leave days (the Friday after Thanksgiving, Christmas Eve, New Year's Eve).
Employees also earn 13 sick days annually that may accrue to a total of 150 days.
