UTILITIES DIVISION 
Regional Wastewater Lead Operator (2 positions) 
Paygrade 18 - Non-Exempt  $26.65hr. - $39.98hr. 
** This position is covered by a collective bargaining agreement **

Sign on Bonus offered - $1,000**

MAJOR FUNCTIONS
This individual will assist the Regional Water Pollution Control (WPC) superintendent with overseeing the wastewater plant operators, offsite facilities, and their associated administrative duties.  This individual is a key component in ensuring plant operations are in compliance with all processes in the treatment of wastewater and reclaim distribution.
 

ILLUSTRATIVE DUTIES

  • Direct the work of other staff by scheduling, assigning and reviewing work, providing training and counseling to include assisting with the training of personnel in the emergency response plans and safety programs in conformance with local, state, and federal regulations.
  • Oversees and/or performs inspections of facility equipment and machinery to determine that systems are operating properly.
  • Oversees and/or performs routine and non-routine adjustments to controls in conformance with operator instructions, Florida Administrative Code, and prescribed standards.
  • Operates, calibrates and maintains all department equipment, vehicles and test equipment to ensure safe and efficient operations.
  • Collects, organizes and evaluates wastewater treatment operational data and make operational adjustments.
  • Maintains current knowledge of Florida Administrative Code and regulatory requirements.
  • Researches and responds to information requests in conformance with department procedures.
  • Performs laboratory analysis on collected samples, interprets test results, and makes routine process changes following established guidelines.
  • May establish and implement operating protocols for wastewater treatment facilities according to local, state and federal regulations to ensure permit compliance.
  • Uses appropriate personal protective equipment and follows safety data sheets recommendations for handling toxic, corrosive and flammable materials.
  • Assists and advises operators at all levels in the resolution of difficult process problems.
  • Works closely with environmental laboratory personnel to develop and implement sampling and testing procedures in compliance with local, state, and federal regulations.

KNOWLEDGE, SKILLS AND ABILITIES 

  • Excellent knowledge and experience in the principles and practices necessary in the operation of advanced wastewater treatment facilities.
  • Knowledge of FDEP/FDOH regulations to ensure operational compliance.
  • Knowledge of department procedure and guidelines.
  • Knowledge of occupational hazards and standard safety precautions including storage of chemicals, confined space entry, equipment lockout/tagging and personal protective equipment.
  • Knowledges of chemistry and biology related to the operations of wastewater treatment facilities.
  • Knowledge of wastewater treatment operating methods, procedures and techniques and their practical application.
  • Excellent working knowledge of computerized monitoring systems such as SCADA and overall computer literacy.
  • Ability to read and interpret blueprints and engineering drawings and follow process drawings to aid in troubleshooting equipment problems.
  • Ability to prepare and maintain accurate, detailed operations and maintenance records and reports.
  • Ability to interpret, utilize and adjust automated instrumentation devices and systems to meet facility operational requirements.
  • Ability to perform assigned duties with considerable independence.
  • Ability to effectively communicate with others, both verbally and in writing.
  • Ability and willingness to respond to emergency situations such as floods, hurricanes, tornadoes and other natural and/or unnatural crises to provide for public health and safety.
  • Ability and willingness to work overtime, on-call rotation, and rotating shifts, including nights, weekends and holidays.
  • Ability to use and understand operating and maintenance manuals and other technical specifications.
  • Demonstrate two years leading/directing small groups, overseeing special projects, mentoring/guiding staff, and troubleshooting experience in the wastewater and reuse distribution industry.
  • Strong judgment calls and decision-making skills to provide direction to staff on projects, work, and priorities.
  • Demonstrate problem solving and analytical skills to troubleshoot and make timely decisions to address work priorities and emergency scenarios.
  • Ability to correct operational deficiencies; to interrogate/trend abnormal conditions; to report major deviations or conditions that don't respond to normal corrective actions; and to determine from several choices the method to restore normal operating conditions.
  • Ability to successfully complete and review regulatory compliance documents.

MINIMUM QUALIFICATIONS

Graduate of an accredited high school or possession of a GED Certificate.

Possession of a valid State of Florida Wastewater Operator "A" License.

Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

SPECIAL REQUIREMENTS

Must have a home telephone at the time of employment as employee is subject to call in emergencies.

THIS POSITION MAY BE REQUIRED TO REPORT TO WORK WHEN A DECLARATION OF EMERGENCY HAS BEEN DECLARED IN POLK COUNTY.
