Job description

Responsible work in review and approval of developer submitted utility plans, and in planning, design, construction and inspection of special assessment and capital improvement projects within the Utilities and Solid Waste Department. Duties include complex technical and professional work which requires considerable contact with contractor, consultants, utilities, and other County departments as well as public and private individuals and organizations.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Utilities Project Manager Assigned to Technical Services will be primarily required to perform the following job duties:

Responsible for the review and approval of developer submitted engineering water and wastewater utility plans and specifications for consistency with Martin County Utilities Minimum Design and Construction Standards and related details.

Utility plan review will include ensuring compliance of water, wastewater, wellfield and groundwater elements with Martin County Land Development Regulations, Comprehensive Growth Management Plan Ordinance, and Utilities Department policies.

Reviews utility element of Master Plan and PUD applications submitted through the County Growth Management's Development Review Process and analyzes water and wastewater impact of proposed development on the environment for water, wastewater, and groundwater resources

Analyzes requests for all future land use map amendments or text amendments to the comprehensive growth management plan for consistency with state statues, comprehensive growth management plan, and long-term consequences related to water and wastewater resources.


Secondary responsibilities as Utilities Project Manager may include the following job duties related to Capital Improvement and Special Assessment water and wastewater projects:

Participates in the review of engineering plans and construction specifications including design, quality control, value engineering and constructability.

Management of design professionals providing design, permitting, and construction services for projects.

Prepares and issues bid packages and addenda, attends bid openings, reviews bids, and qualifies contractors.

Negotiates various proposals, contracts, agreements and change orders necessary for the successful completion of the project.

Conducts planning and design meetings, pre-bid meetings, pre- construction meetings, construction progress meetings.

Monitors construction schedules for expenditures and timeliness for compliance with project budget.

Makes periodic inspections to active construction project sites.

Directs the activities of the project from start to finish; develops progress reports and analysis to ensure that the project is on schedule and within budget.

Assists Martin County Customer Service with service availability inquires.

Responds to research requests from internal County staff and external professionals.


KNOWLEDGE, SKILLS AND ABILITIES:

Must possess strong skills in plan review, specifically related to water and wastewater utility elements of engineered construction plans.

Knowledge and experience working with state and local codes, especially Florida Department of Environmental Protection regulations and permitting requirements.

Knowledge of utility construction principles and practices, in addition to knowledge of site work, building construction, roadway construction, drainage systems, landscaping, irrigation systems, and materials sampling/testing procedures.

Knowledge of construction inspection methods, change orders, review and processing of pay requests.

Exceptional verbal, written, presentation, interpersonal skills are essential for the position.

Ability to work effectively in a team-based environment and independently to identify, evaluate and appropriately resolve construction issues.

Ability to recognize deviations from, and inconsistencies in, such plans during the construction process and develop appropriate solutions.

Ability to read, understand, and interpret Project CPM Schedules, track contract progress relative to contract time elapsed and progress of payments. Working knowledge of Microsoft Excel required.

Knowledge of surveying and ability to read and interpret a wide variety of maps, plans, aerial photographs, survey notes and other cartographic records.

Ability to interpret and use ARCGIS graphic information system (GIS) data.


Graduation from an accredited two (2) year college or university with Associate of Science Degree in Engineering Technology or related field and four (4) years of progressively responsible experience in review, design, coordination and construction of public Utilities Projects, including at least one year of civil engineering design experience using AutoCAD or similar software.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

Must possess a valid Florida Driver License
