Join our team as a Sr. Project Manager - Utilities Engineering & Asset Manager!
Lead an interdepartmental team tasked to plan, develop, implement and maintain the Utility's Asset Management Program. This will include collaboration with multiple departments outside of Engineering, including Operations and Maintenance (O&M), Customer Service, Budget and Fiscal. The position includes extensive work with GIS, Microsoft Excel, and an enterprise asset management software (EAMS) package yet to be selected. The position will complete analysis in both written reports and presentations. This is a professional position that will require self-directed work, problem solving, and communication.
  • Develops, implements, and maintains all elements of the asset management program.
  • Enables development of key Asset Management program documents, including Policy, a Strategic Asset Management Plan (SAMP), Asset Management Plan (AMP), and other Standard Operating Procedures to meet Asset Management program objectives.
  • Assists with developing, updating, and integrating various elements of asset management into the Utility's Master Plans or related planning studies.
  • Sponsors and forms Asset Management teams as necessary for implementation and updates.
  • Monitors effectiveness of asset Management program through establishing , reviewing, and publishing service levels and key performance indicators (KPIs).
  • Responsible for preparation of asset management plans, including the creation of asset lists and hierarchies, identifying asset inventory and condition, calculation of business risk evaluations, determining asset net present value and life cycle costs, developing alternatives for cost-effective operation and maintenance of long-term investment.
  • Coordinates the development, documentation and maintenance of asset inventories, conditions, rating methodologies, levels of service and performance measures, risk scoring criteria, maintenance strategies, repair/replacement models, financial forecasts and work plans associated with all asset classes.
  • Coordinate training and provide advice and support to others related to asset management principles and approaches. Recommend and oversee Asset Management training, conduct or facilitate workshops and lead the effort to select the appropriate software solution that aligns with the Utility's needs.
  • Collaborates with O&M colleagues regarding the operation, rehabilitation, repair and replacement of utility assets to balance long-term maintenance needs.
  • Tracks the initiation phase of projects and their prioritization.
  • Develops projects to include scope, cost estimates, and schedule.
  • Acts as liaison between County departments, elected officials, Assistant County Administrator, and Budget Officials in coordination of project time frames, objectives, and funding to ensure that projects meet both functional and budgetary requirements.
  • Knowledge of Asset Management principles, practices, and concepts.
  • Knowledge of asset management models and frameworks, including ISO 55000 series, IIMM, and WERF Simple.
  • Ability to provide training to County staff on variety of asset management topics.
  • Knowledge of Computer Maintenance Management Systems (CMMS)
  • Knowledge of GIS databases.
  • Knowledge of project management processes, tools, and techniques.
  • Understanding of municipal government water and wastewater utility operations with some knowledge of related functions and duties.

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in Engineering, Business or related field and five (5) years of experience in utility asset management OR a Bachelor's Degree and seven (7) years of experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Professional Engineer license in the State of Florida preferred.
