PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform technical/skilled work associated with installation, operation, troubleshooting, repairs, and maintenance of mechanical/electrical equipment for the Town of Jupiter Water and Stormwater Utilities. The work environment includes an advanced and automated water treatment facility, pumping stations, water supply wells and stormwater pump stations. The position is responsible to develop preventative maintenance schedules and perform preventative maintenance and repairs for a variety of various mechanical, electrical and pneumatic equipment, with the goals of maximizing operational efficiency of equipment and achieving or exceeding equipment service life expectancies.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Perform job duties in compliance with Town of Jupiter personnel policies and organizational safety protocols, FDEP Drinking Water Standards within the Florida Administrative Code (F.A.C.) 62-550, applicable OSHA regulations, and other local, state, and federal regulations as may apply. Perform routine maintenance, preventive maintenance, and repairs to equipment in accordance to equipment manufacturer recommendations.
Perform technical, skilled, and manual work associated with operation, installation, troubleshooting, repair, and maintenance of pumping systems, including but not limited to vertical turbine pumps, submersible pumps, positive displacement pumps, horizontal end suction pumps, electrical systems, variable frequency drives, electrical motors, electrical and pneumatic actuated valves, valve positioners, gas blowers, mechanical piping systems, emergency generators, chemical feed systems, and pneumatic systems.
Implement an inspection and preventative maintenance program for utility equipment, provide recommendations for equipment repairs and optimization. Review equipment operation and maintenance (O&M) manuals, develop maintenance schedules and practices in accordance with manufacturer recommendations. Provide training and guidance to organizational staff to ensure proper predictive and preventative maintenance practices are employed.
Perform vibration analysis of pumps and motors; perform alignment and balancing of pump and motor assemblies. Record equipment temperatures, monitor equipment lubricating fluid levels. Perform lubricating fluid/grease maintenance and fluid change outs for utility equipment and machinery.
Monitor/observe activities of various contractors working on utility projects; provide liaison between the contractors, utility personnel, and engineers; coordinate construction activities with utility operations; attend pre-construction and work progress meetings as needed; prepare daily field reports, record of work performed and develop work punch lists.
Utilize asset management data base to keep asset information updated and accurate. Update and maintain utility record drawings.
Review plan submittals for construction projects; review material/equipment submittals for construction projects.
Conduct risk management plan permitting for hot work, pipe breaks, confined space entry, and lock-out/tag-out.
Monitor inventory of equipment, tools, parts, and supplies; ensure availability of adequate materials to conduct work activities; initiate request for new/replacement materials; receive incoming deliveries; pick up parts as needed.
Provide budgetary input relating to capital and operating expenditures.
Receive, review, prepare and complete various forms, work orders, reports, correspondence, field reports, test criteria sheets, pricing sheets, purchase requisitions, mechanical drawings, electrical drawings, designs/plans, maps, signs, time sheets, or other documents.
Operate a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing and spreadsheets.
Operate a variety of equipment, machinery and tools used in department projects/activities, which may include but not be limited to a utility truck, boom truck, man lift, Druck precision pressure PSI/calibrator, Hart communicator, drill press, H press, volt ohmmeter, digital multimeter, shovel, plumbing tools, electrician tools, mechanic tools, electrical testing instruments, computer equipment, printer, plotter, scanner, camera, two-way radio, or general office equipment.
Perform general/preventive maintenance and housekeeping tasks necessary to keep vehicles, equipment and tools organized and in safe operable condition, which may include inspecting equipment, refueling vehicles, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, replacing light bulbs, emptying trash containers, or cleaning shop/work areas;
Follow safety procedures, utilizes safety equipment, and monitor work environment to ensure safety of employees and other individuals.
Communicate with supervisor, employees, other departments, contractors, vendors, suppliers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Attend meetings as needed.
Provides response to after-hours calls or to emergency situations, participate in Water Plant On-Call rotation (weekly), participate in emergency operations for storm/hurricane preparation.
Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new equipment, technologies, trends and advances in the profession; read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Perform general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, emails, filing of documentation.
Perform other related duties as required.
MINIMUM QUALIFICATIONS
High school diploma or GED.
Vocational training in industrial technology, mechanical engineering or utility maintenance/operations.
Five (5) years previous experience or training that includes mechanical equipment troubleshooting, computer diagnostics, mechanical equipment maintenance or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
A Valid Water or Wastewater Operators license Class B or higher is preferred.
Must possess and maintain a valid Florida driver's license. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.


ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, electric currents, traffic hazards, bright/dim light, toxic agents, disease, or pathogenic substances. Position may require work during emergency conditions such as hurricanes, floods, etc.
