Job description

JOB SUMMARY

Performs technical work inspecting a variety of engineering construction and design projects for the County. Inspects work in progress and reviews plans and specifications to ensure compliance with local and state codes and regulations. Work is generally performed alone and requires the exercise of independent decision-making, technical discretion, and judgment. Requires general knowledge of construction and utility/public works materials.

ESSENTIAL JOB FUNCTIONS

  • Inspects public right-of way, utility/public works or other construction projects; monitors traffic safety; informs contractor of findings; and makes required reports to superior.
  • Assists and coordinates work with contractors, engineers, and other County departments regarding contracted projects; checks materials and required materials tests as job progresses; reports results to contractor and supervisor; develops as-built drawings; and enters approved data into computer system.
  • Inspects work pertaining to utility/public works installations to verify permit and compliance.
  • Reviews plans and specifications for permit approval, technical accuracy and discrepancies.
  • Observes pressure tests, manhole vacuum tests, bacteria sample tests, infiltration and exfiltration tests, lift station start-ups, TV inspections, etc.
  • Investigates complaints and requests concerning the utilities daily operations, excavation conditions, illegal hours of operation, excessive noise and traffic conditions or other issues.
  • Maintains field log of daily events, including number of persons, equipment and material on site, measurements taken, tests performed, deficiencies, etc.
  • Performs low pressure sewer tank installation inspections, LPS final inspections, connection to vacuum system, meter final inspections, and delivers LPS alarm panels to customers.
  • Assists other inspectors on large utility/public works projects
  • May performs utility/public works locates (as needed).
  • Assists with customer service requests.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

QUALIFICATIONS

Education and Experience:

  • High school diploma or equivalent is required, supplemented by vocational or technical training in civil engineering or construction.
  • Three (3) years of work experience in utilities/public works.
  • Or an equivalent combination of relevant training, education and experience.

Licenses and/or Certificates:

  • Must maintain a valid driver's license.
  • Must be able to possess and maintain the following certifications within six (6) months of position assignment:
    1. Intermediate Maintenance of Traffic
    2. Storm water, Erosion, and Sediment Control
    3. Confined Space Supervisor; Trenching and Shoring.

Knowledge, Skills and Abilities:

  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of the principles, methods, materials, and equipment common to utility/public works construction, excavation and erosion, and quality control of same.
  • Knowledge of county codes, legal, and administrative regulations relative to subdivision, utility/public works, and general public works construction.
  • Knowledge of the basic principles of civil engineering as they relate to utility/public works and general public works construction, and water/wastewater distribution and collection systems.
  • Knowledge of Confined Space and Trenching and Shoring safe practices and techniques.
  • Skill in the operation and care of hand tools and electronic equipment for underground utility/public works locates, including proficiency in the use of 3M Dynatell 1420 EMS locator.
  • Skill in effective communication, both orally and in writing.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to read and interpret a variety of construction diagrams, plans, and blueprints pertaining to public works construction, and to recognize deviations from such plans in the construction and installation processes, and to recommend corrections.
  • Ability to detect and locate defective workmanship and operations at any stage of installation, and of stages of construction, when possible, defects and violations may most easily be observed and corrected, with the knowledge of the materials and methods to make such corrections.
  • Ability to recognize faulty construction or hazardous conditions.
  • Ability to exercise judgment and discretion in interpreting and enforcing department codes, rules, regulations, policies, and procedures.
  • Ability to ascertain priorities and meet deadlines and objectives.
  • Ability to maintain accurate records and reports.
  • Ability to operate a motor vehicle.
  • Ability to work varying hours during which construction may occur.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
  • Ability to operate pump truck, dump truck, and earth moving equipment.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals.
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

PHYSICAL DEMANDS

Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception. Occasional lifting up to 25 pounds and occasional lifting to 50 pounds.

WORK ENVIRONMENT

Work typically requires moderate exposure to one or more disagreeable conditions (i.e., irate customers, outdoors weather conditions, excessive noise, extreme heat, odors or dust).

RISK/SAFETY CONDITIONS

This position requires moderate exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.).
