Description (scope of work)
IBSS is actively searching for a highly motivated and dedicated Product Development Analyst to join our team in supporting the National Oceanic and Atmospheric Administration's (NOAA) National Center for Environmental Information (NCEI) in delivering and applying Client climate products to decision makers at the national, regional, sectoral, and community scales.
Key Responsibilities:

• Provide development support for use-inspired products and services through the assessment of user needs and translating them into actionable requirements
• Design and conduct a minimum of 12 User Engagement activities annually, tailored to priority sectors, partners, or related products, at the local, regional, and/or national levels
• Extract, define, and translate user functional requirements into design specifications suitable for product development
• Identify and recommend approaches for increasing the use and uses of products and services, with a particular focus on user needs and requirements
• Obtain and translate user-provided need descriptions into product and service requirements for designing, developing or modifying and implementing products and services
• Maintain User Engagement analytics for the purpose of characterizing users (i.e. sectors, demographics, needs, requirements, etc.) and supporting case studies and other anecdotal information
• Populate entries into Salesforce user information repository to document all User Engagements and needs, case studies, and anecdotes
• Identify methods that augment or improve the systematic collection of users need information for use as input to product and service planning
• Develop and deliver user analytics
• Develop and share user needs summaries
• Document the effectiveness of the product suite in meeting user needs
• Document, from User Engagement events, the effectiveness of these products and services in meeting user needs and areas for improvement
• Develop product and service promotional materials and communications processes for use by User Engagement, outreach, communications, and traveling personnel
• Develop case studies, success stories, and value studies for sectors served
• Produce status reports for input to weekly status reports and post unique service requests to the website
• Develop and deliver synthesis reports, use case studies, add ArcGIS Storymaps for products, services, themes, or groups

Required Skills /Education/ Certifications & Qualifications:

• Bachelor's degree in a related field with 10+ years of experience
• Strong analytical and problem-solving abilities
• Proficiency in requirements gathering and documentation
• Knowledge of product development processes
• Data analysis and reporting skills.
• Understanding of user needs and how they relate to product development
