Job Description Summary
The Division of BMIC is searching for a Fiscal Manager I. This position will work closely with the BMIC faculty, Operations Manager, Business Manager and Program Leads to provide financial assistance and reporting for all grant and service center activities. Duties will be performed independently, and the position will exercise sound independent judgment in managing all aspects of internal and external grand funding and finances, as well as service delivery billing.
Following training, this position is eligible for a hybrid schedule of 2 days/week remote.

Job Description
Job Responsibilities:
25% - Financial Reporting
  • Responsible for financial reporting and oversight of the Division of BMIC's research operations, grant activity and service centers.
  • Serve as the key point of contact to PIs to address financial questions regarding research projects and grants.
  • Prepare and distribute financial reports to Investigators/grantees at least quarterly or upon request by the PI in instances of preparation for No-Cost Extensions, Effort adjustments, Research Progress Performance Reports, hiring actions that affect budgets, and following any salary adjustments of grant personnel.
  • Work with program managers and program leads regarding tracking revenue for various services that are sold to internal and external customers, ensuring that invoices are sent in a timely manner and that revenue is received and processed through OurDay.

25% - Pre-award - Oversee the development and preparation of grant proposals and submissions for BMIC faculty. Specifically, duties will include but are not limited to:
  • Liaison with Principal Investigators (PIs), grantees and sub-awardees in the assembly of documents needed for submission.
  • Obtain and review program announcements to determine submission process and initiate the indicated process e.g. cayuse, grants.gov.
  • Determine budget design and budget justifications when necessary. This task includes ensuring that the budget is within the funding agency and MUSC policies.
  • Engage subcontractors and consultants and obtain necessary information from them for the submission process.
  • Responsible for assisting investigators with the final submission of grants and contracts.

25% - Post Award - Maintain fiscal/accounting duties and current working budgets for a group of well-funded investigators/grantees within BMIC, as well as investigators with appointments in Dept of Public Health Sciences that have grants run through BMIC.
  • Communicate effectively with investigators/grantees regarding the fiscal aspects of their projects. Attend meetings, as requested, in order to enhance understanding of project needs.
  • Assist with re-budgeting requests for awards and contracts. Tracking and facilitating communication between PI and funding agencies regarding changes in effort, contractual arrangements, carryover requests, no-cost extensions, etc. and assist in continuations.
  • For personnel on all assigned grants and contracts - Responsible for working with the Business Manager to enter timely salary cost allocations (PCAs), retroactive salary adjustments (PAAs) and managing effort to include Faculty NIH Other Support documents and VA-MOUs.
  • Review and ensure that effort reports are completed in a timely manner.

10% - New Award acceptance and Ending Award closeout - Perform duties related to the receipt and administration of funded awards. Duties include:
  • Receive award/JIT information provided by ORSP regarding the establishment of Awards/Grant accounts (FDMs) and special requirements.
  • Authorize and manage the establishment and closing of FDMs in Workday along with the proper approvals, dates, budget amounts, etc.
  • Record data regarding the award on necessary internal data management spreadsheets.
  • Initiate and maintain necessary documentation for establishing subcontracts as needed.

10% - Meet regularly and collaborate with the Business Administrator and Operations Manager on financial activity and issues arising from financial transactions. Attend weekly staff meetings and provide updates, upon request, regarding service center billing. Work closely with the Business Administrator and Operations Manager in any required service rate reviews and submissions.
5% - Other related duties as assigned

A bachelor's degree with accounting courses and five years professional experience in a related area such as accounting, auditing, banking or finance.
