The State Highway Administration's (SHA) District 7 - Frederick County is currently recruiting for a Unit Training Coordinator (Administrative Officer III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This position serves as the direct liaison to the Senior Manager and is an expert resource person and Program Manager for the entire office relative to performance excellence, continuous quality improvement, partnering, managing for results and business planning. The incumbent serves as a liaison to the Deputy Administrators on the: business planning/performance measurement vision implementation plan, process improvement, and customer service statewide teams. As such, the overall duties and responsibilities are to plan, coordinate and oversee all training activities in the office.
The Unit Training Coordinator will also formulate, monitor, and track the fiscal training budget for the office; manage and implement all aspects of Corner Stone (online learning center); manage, monitor, implement, design, and deliver training; coach and mentor employees and managers in all aspects of Professional Development Plan Program and review; edit (if necessary) and approve all external training request requisitions; manage and maintain the On-Site Consultant Tracking System (OSCT); and assist, as needed, in performing various human resource job functions.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three (3) years of experience in administrative or professional work.
Selective Qualification: One and one half (1.5) years of experience must have involved managing, coordinating, and/or assisting with the development of comprehensive training programs.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill or ability).
Notes:
1. Additional experience as defined above may be substituted for the required education on a year-for-year basis.
2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for the required experience on a year-for-year basis.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
