Primary partner liaison and leader managing all relationships with Division staff, solid waste staff from city and state agencies, and privately-owned hauling companies. Managing queries, and policy questions pertaining to collection services in Unincorporated Areas of King County. Developing and applying knowledge on service and collection policy to help deliver recycling and solid waste objectives for King County consistent with broader climate and equity objectives for King County.
About this Role:
The Solid Waste Division (SWD), Recycling and Environmental Services Section (RES) is recruiting an enthusiastic team player to lead RES work in Unincorporated AreaCollection and other strategic projects to support healthy, safe, and thriving communities in a waste-free King County. The RES Section leads the Division's efforts on product stewardship, policy, developing end markets for recycled materials, recycling, environmental stewardship, the circular economy, and several compliance programs. Notable among those are the Waste Stream Compliance & Enforcement Program, Re+, green building, household hazardous waste and "Wastemobile" service, school education, grant program management, and resource recovery. The role covers two main areas:
Unincorporated King County Collection Management (80%): lead SWD interests on service delivery for Unincorporated King County residents for garbage and recycling services including: policy development for KC Code, partner management, and primary point of contact for escalated customer service issues. The position will require developing and applying knowledge on service and collection policy to help deliver recycling and solid waste objectives for King County, consistent with broader climate and equity objectives for King County.
• RES strategic planning and Strategic project support (20%): serve as strategic development PM for high level, high priority special projects at the direction of the RES manager. The position will require independent project planning and analysis skills, and an ability to work division-wide in cross-functional collaboration with limited supervision with Division and Department staff, solid waste staff from city and state agencies, and privately-owned hauling companies.
The position will report to the RES Section Manager. Work is performed independently and in close coordination with other project/Program Managers. The position will play an important role in delivering key elements of Re+ that will move the region to a more circular, low-carbon and equitable future for all. Job Duties
What You Will Be Doing:
  • Serve as primary liaison with Washington Utilities and Transportation Commission solid waste staff responsible for regulating solid waste collection service in Unincorporated Areas.
  • Provide SWD leadership advice on resolving complex collection questions, queries and complaints on unincorporated King County collection.
  • Develop recommendations for updating King County Code Title 10 for Unincorporated collection standards.
  • Working with community representatives, community-based organizations and businesses to better understand rate payer and customer needs from frontline communities.
  • Participate in Re+ program management group and provide advice and guidance on issues relating collection policy in Unincorporated King County.
  • Conduct research and/or manage consultant support to identify collection policy best practices, opportunities, programs, and systems.
  • Perform other related solid waste and recycling duties as assigned.

Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
  • Four or more years of experience in program administration, project management, or contract management, preferably in solid waste or similar fields. Or any combination of education, experience, and training that provides the knowledge, skills and ability required to perform the job.
  • Experience with state and county solid waste and recycling regulations and systems.
  • Knowledge and experience/willingness to learn and gain experience in garbage, recycling and organics collection systems in King County.
  • Experience in developing public policies to support advancement of environmental goals.
  • Ability to represent SWD on recycling subject matter in meetings with advisory groups and other public forums.
  • Ability to apply equity and social justice practices to work items, in particular familiarity with the King County Equity Impact Review process.
  • Demonstrated knowledge and experience of financial systems relevant to public agency.
  • Intermediate to advanced skill levels in use of Microsoft Excel for data management, manipulation, and analysis.
  • A commitment to ensuring that data reports are accurate and cited.
  • Strong written and oral communication skills, including the ability to summarize financial and other data in formats that are easily understood by lay audiences and ability to train in managing financial data.
  • Ability to manage multiple projects concurrently.
  • Highly developed organizational skills.
  • Demonstrated ability to work independently and as a member of a team.

Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements; several times a month for staff, team and all Division meetings. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life and reduces carbon footprint under the department's vision of
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full time Career Service position works a 40 hour work week, Monday through Friday. This position is exempt from FLSA provisions and is not overtime eligible.
  • Union Representation: This position is represented by Teamsters Local 117-Professional and Technical.
