Description


This position may telecommute 100% remotely from anywhere in Texas
(subject to change). May be required to attend meetings and trainings at the Austin Headquarters, as assigned.

GENERAL DESCRIPTION

Performs advanced (senior-level) computer systems analysis work. Acts as the Data Center Services (DCS) Coordinator in the Operations Section within the Information Technology Services Division (ITSD) of the Texas Department of Motor Vehicles (TxDMV). Oversees the DCS program, processes, and DCS procedures within the IT Operations Section. Work involves closely coordinating with DCS on the planning and analysis of system requirements, procedures, and problems to automate processing and to improve existing TxDMV systems. Serves as principal contact for all DCS engagements, DCS incident management, DCS Change Enablement and ongoing DCS initiatives within TxDMV. Reports to the Director of IT Operations. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Monitors development of information system applications working with project managers, development staff, and infrastructure staff to devise, negotiate, ensure, and oversee implementation of solutions for agency applications running in state DCS facilities.

Oversees Data Center Services (DCS) coordination, DCS major incident management, and DCS Change Enablement. Monitors high severity DCS incident tickets and communicates status to management from incident open through incident close.

Oversees, monitors, reviews, and assesses capabilities, workflow, and requirements (scheduling, processing, priorities, and special needs) of existing and future applications ensuring optimal coordination, implementation, and support in state DCS facilities.

Oversees consistency of relevant documentation (charts, diagrams, graphs, flowcharts, timetables, run-time documentation, backup/recovery procedures, contact lists, etc.) required for implementation of new/modified applications into state DCS facilities.

Analyzes, evaluates, and recommends improvements to existing, new, and proposed information system applications to optimize their performance in state DCS facilities.

Coordinates DCS related studies, and prepares reports that include study findings, recommendations, and instructions for proposed TxDMV system implementations; formulates logical descriptions of problems; devises and implements optimum solutions.

Coordinates TxDMV projects with cross functional agency systems, other state agencies, and service providers, which require coordinating, planning, and scheduling during project development and implementation stages.

Provides input into agency’s Disaster Recovery Planning and Business Continuity Planning.

Reviews, monitors, and updates DCS Contract Agreements on an annual and as needed basis for new procurement requests.

Monitors and coordinates status of DCS SLAs for the agency. Responsible for providing agency essential feedback on DCS metrics via the DCS Scorecard monitoring tool.

Coordinates with users to identify system requirements, develops functional design specifications to meet requirements and solve complex operational problems.

Assist in developing agency computer operations and management information system plans and budgets.

Provides input into preparation of agency LAR budgets for the state DCS program.

May supervise the work of others.

May travel up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Performs other job-related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of local, state, and federal laws and regulations relevant to the administration of IT projects and the procurement, management, and security of information technology resources.

Certifications in any of the following would be beneficial in this role: ITIL, CTCM, CTCD.

Knowledge of the innovation, developments, and trends in information technology.

Knowledge of change and release management supporting application and infrastructure changes in an IT environment.

Knowledge of technology purchases and budgeting practices.

Skill in handling multiple tasks, prioritizing, and meeting deadlines.

Skill in exercising sound judgment and effective decision making.

Skill in the use of Microsoft Office Suite products, or other applicable IT operations management software tools.

Skill in oral and written communication to convey complex and highly technical information to a diverse audience.

Ability to demonstrate self-motivation, self-direction, and adaptability; as well as analytical, problem-solving, and conflict resolution abilities.

Qualifications


MINIMUM REQUIREMENTS

Education and Experience

Bachelor's degree in computer science, computer information systems, management information systems, mathematics, or another related field plus five (5) years progressively responsible experience in IT service management including change and release management, incident management, communications management, or related experience. Prior experience with DCS ServiceNow, Salesforce, BMC Remedyforce would be beneficial in this position. Prior experience working with DCS, DIR, coordinating and facilitating meetings with DCS would be beneficial in this position.

Experience and education may be substituted for one another. Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.

This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/trainings at headquarters in Austin, Texas as required by management.
