Job description

SCOPE OF WORK:

Under the direction and supervision of the Tribal Water Department (TWD) Training & Certification Manager, the TWD Certification Specialist I is responsible for coordinating and facilitating individual water and wastewater systems training and certification examination events, as assigned, as well as processing of applications for new Tribal certification and renewal of existing Tribal certification. Oversees credentialing, training coordination, administrative duties, and customer service. Timely and regular attendance to work and work-related events is an essential function of this position.

DUTIES AND RESPONSIBILITIES:

  • Provides professional and skilled assistance to the program administrator in the planning, development and implementation of environmental programs and projects for various Tribes;
  • · Coordinates and facilitates individual training and examination events that are necessary for the certification of Tribal water and wastewater system operators and personnel;
  • · Maintains strict adherence to ITCA policies and procedures for handling of confidential information including certification exams, exam scores, and applicant personal information. Proctors certification exams pursuant to ITCA and ABC exam proctoring guidelines.
  • · Process applications pertaining to Tribal water/wastewater operator certification and help implement administrative decisions regarding such applications;
  • · Provide Tribal certified personnel with early reminder notification of certification expiration;
  • · Required to effectively lead and professionally facilitate meetings, training sessions, and workshops on various subjects related to environmental issues, as assigned;
  • · Process applications for attendee travel expense reimbursement associated with TWS events, as assigned;
  • · Performs detailed data entry ensuring vital information—including information such as certifications records, training contact hours / Professional Development Hours (PDHs), Tribal water and wastewater facility information, participant lists, and training records—is tracked and logged appropriately into the corresponding databases, are properly recorded, safeguarded and maintained;
  • · Responsible for maintaining ITCA’s alternative professional development training options, such as distance learning and online training initiatives, and serves as team leader for such initiatives.
  • · Responsible for accurate and detailed file maintenance and recordkeeping pertaining to the water and wastewater system operator certification program. Prepares and presents relevant and accurate information for workshops and meetings on numerous environmental issues affecting Indian lands in a professional and proficient manner;
  • · Responsible for preparing quality correspondence regarding training opportunities, workshops and meeting notices for upcoming events;
  • · Provides timely and knowledgeable support to Tribal working groups, as assigned;
  • · Compiles and analyzes data for statistical purposes, as well as ensuring timeliness and accuracy in processing information such as examination results;
  • · Travel to Tribal locations to provide support to the TWS team in providing training and technical assistance to Tribal communities;
  • · Provides various levels of support for environmental programs as necessary;
  • · Conducts detailed research and analysis and prepares technical reports on environmental issues affecting Indian lands, as assigned;
  • · Performs other related duties, special projects, and reporting as assigned.

KNOWLEDGE, ABILITIES AND SKILLS:

· Proficient use and ability to operate various computer hardware, systems, software and programs, including Microsoft Word, Excel, PowerPoint, and Access.

· Must have excellent written and oral communication skills, including public speaking, report writing, teaching and facilitation skills.

· Must be willing and able to travel extensively, for up to five (5) days in a week.

· Required to be skillful and knowledgeable in his or her ability to coordinate and facilitate technical training sessions and other training sessions, as assigned.

· Ability to effectively manage multiple tasks, is flexible with projects, and meets deadlines.

· Ability to work well with and maintain effective working relationships with Federal, State, and Tribal representatives, agencies and partners, as well as with ITCA members, the environmental team, and other ITCA personnel.

MINIMUM REQUIREMENTS:

Bachelor’s degree or High School Diploma in a related field plus two years related work in the environmental quality field or a combination of education and employment that is equivalent. Must maintain a valid Arizona Driver’s License, submit to a background check and be an insurable driver throughout the term of employment.

Pay: $45,000.00 - $47,000.00 per year
