Job description

The City of Gresham is seeking a Transportation Planner 1 or Transportation Planner 2, depending on qualifications, in the Urban Design & Planning division. This position is responsible for handling the City's transportation planning efforts and programs and reports to the Comprehensive Planning Manager. The transportation planning team consists of three planners working in close conjunction with Urban Design & Planning's comprehensive planning team and with transportation engineering in the Department of Environmental Services (DES).

This position will remain open until filled. First review of applications will take place the week of February 20, 2023.

Come build the future with us.The Transportation Planner 1 or 2 works within a collaborative team environment that primarily handles Council Work Program projects assigned by the Urban Design & Planning division. The Transportation Planner 1 or 2 performs a variety of technical planning functions and assignments related to transportation planning studies, code amendments, policy development, land use applications, and land use and transportation issues. The Transportation Planner 1 or 2 works under the general daily oversight of the Senior Transportation Planner, and reports to the Comprehensive Planning Manager.

Several projects to be worked on by the Transportation Planner 1 or 2, will require a public engagement component. The Transportation Planner 1 or 2 are expected to have skills and experience that exemplify successfully working with a variety of public and private sector stakeholders representing diverse communities and demographics. The successful candidate also works collaboratively with internal stakeholders and colleagues (staff), and will need to be independent, collaborative, and a problem-solver.

What you will get to do:
The list of broad duties is a representative sample of the work and does not include all the essential or marginal duties that may be assigned to a position.

  • Plan Updates: The Planner 1 or 2 will work on coordinating and implementing updates to portions of the City's Comprehensive Plan related to transportation and land use (e.g., the Transportation System Plan) under guidance and mentorship of a Senior Planner.
  • Tackle a variety of other work: Work on various smaller, generally transportation-related projects may be needed and assigned depending upon capacity, desire, and knowledge, including but not limited to: responding to public inquiries relating to planning regulations, review of development proposals for consistency and compliance with applicable transportation policies and standards, conduct land use and transportation studies and analysis, and community outreach and engagement.
  • Regional Engagement: Work with regional agencies to support development of transportation networks and land use realms in compliance with state and regional standards. Represent the city at partner meetings and coordinate technical information inter-departmentally in support of policy development and implementation.
  • Grant Management: Track grant opportunities and develop and manage grant applications in collaboration with other city departments.

Knowledge of:
  • Practices, principles, procedures, regulations, and laws affecting City policies and operations related to transportation and land use
  • Environmental, social, economic, and other demographic factors affecting local governments

  • Data gathering, analysis, and research
  • Techniques for providing a high level of customer service to the public and City staff
  • Communication principles, practices, and techniques
  • Modern office practices and methods, computer equipment, Geographic Information Systems (GIS), and software applications
Ability to:
  • Proficiently operate office equipment and technology tools such as the Office 365 productivity suite including spreadsheet software (Excel) and Outlook, Word, Teams, SharePoint, etc.
  • Perform research; analyze and interpret data; draw valid conclusions; develop reports
  • Read, understand, and explain technical language and requirements
  • Influence and gain cooperation when there are competing or conflicting priorities; conduct effective negotiations and represent the City with governmental agencies, community groups, and various business, professional, regulatory and legislative organizations
  • Establish and maintain effective working relationships with all internal and external contacts
  • Communicate effectively verbally and in writing; present information, proposals, and recommendations clearly and persuasively
  • Physically perform the essential job functions

Minimum Qualifications:
  • Bachelor's degree in Transportation Planning, Urban Design/Planning or related field
  • Planner 1: A minimum of up to one (1) year of experience in transportation planning, comprehensive planning, urban design, urban planning, or related work.
  • Planner 2: A minimum of one (1) to four (4) years of experience in transportation planning, comprehensive planning, urban design, urban planning, or related work.
Any combination of a minimum 4-5 years (Planner 1) or 5-8 years (Planner 2) of qualifying education, training and/or experience may be considered.

Preferred Qualifications:
  • Planner 1: One or more years of experience in transportation planning or comprehensive planning, urban design, urban planning and/or related work
  • Planner 2: Three or more years of experience in transportation planning or comprehensive planning, urban design, urban planning and/or related work
  • Strong communication skills (written and verbal)
  • Experience in participating in the land use "entitlement" process (private or public)
  • Collaborative and team-oriented
  • Sound judgment
  • Work independently with minimal direction
  • American Institute of Certified Planners (AICP) certification

Salary Range
Transportation Planner 1: $67,326.00 - $86,025.00 Annually
Transportation Planner 2: $74,634.00 - $95,301.00 Annually
