The Role

The Asset Management Program is envisioned as an enterprise program for managing materials, work orders, assets, warranties, state of good repair, and all asset activities across Metro Transit. This position will assist the TAM Manager and oversee Metro Transit’s Asset Management program.

 

The position will require a self-starter who will report to the Program Manager of Transit Asset Management.  The applicant will assist in the development and management of the Asset Management Program for Metro Transit. The TAM Analyst assist in the processes and data to analyze assets and will collaborate with Department Heads to prioritize investment needs, track the asset inventory and maintenance, and manage the information standards in the data dictionary and asset classification hierarchy. The TAM Analyst will assist in the development of the Transit Asset Management Plan for the agency, amend the plan each year and update the plan every four years. He or she will stay connected with FTA rulings through conferences and networking. This individual will work directly with the Vehicle Maintenance, Maintenance of Way, Bus Operations, Light Rail Operations, Fare Vending, Engineering, Schedule and Planning, and with the Capital Planning team to establish capital project priorities which will be presented to the Executive Director for final approval.

 

Bi-State Development has procured an Enterprise Asset Management (EAM) system and Maintenance Management System (MMS) and is being utilized by its Metro Transit Business Enterprise to manage Transit Infrastructure. The TAM Analyst will utilize the EAM system to provide cradle-to-grave data and reporting on agency physical assets, tracking purchases and work performed on those assets, with full vertical and horizontal integration.. The individual will be responsible for working with procurement and fixed assets to monitor business processes and system integrations ensuring all assets are properly accounting for in both the EAM and financial systems. The applicant will be required to work closely with the Safety, Risk Management Fixed Asset Accounting and Corporate Compliance departments and develop a unified strategy for success.  It will be necessary to conduct physical asset inventories to maintain correct and complete data.  The TAM Analyst will work with planning and other GIS team members to manage the business processes and system integrations of EAM with Metro Transit’s GIS solution.

 

Responsibilities

  • Supports in the management of the Transit Asset Management Plan, including strategic policies, action plans, and guidance to the agency.  This includes revising and creating documents such as the TAM Plan and standard operating procedures.
  • Create and implement policies and procedures in the development of the new Asset Management program
  • Assist in the Management of day-to-day operational and tactical aspects of Asset Management.
  • Monitors, owns, and communicates FTA regulations and NTD Asset Management reporting requirements.
  • Assist in the financial analysis to determine reinvestment and replacement planning and funding allocations.
  • Ensures adherence to policy, planning, and reporting related to Asset Management through departmental inspections and oversite.
  • Supports project grants with asset data for reporting.
  • Coordinates and monitors the condition assessment process.
  • Works with capital planning throughout the year to identify assets requiring capital funds for refurbishment or replacement.
  • Assist in the development of an asset reinvestment plan.
  • Works with maintenance divisions to monitor asset maintenance costs to help identify issues and negative trends.
  • Works with finance to make sure all asset purchases are being accounted for.
  • Works with fixed assets to monitor asset inventories.
  • Creates and manages key performance indicators to monitor the Asset Management program.
  • Support ongoing EAM system implementation, including changes in project scope, potential risk, and contingency plans.
  • Assist in the EAM system deployment and training activities.

Will perform duties of the Asset Manager in their absence

Knowledge, Skills, & Abilities

 

Excellent Communication Skills. Knowledge of Procurement and accounting processes. Experience with Asset Management Computer Applications, including: Database, GIS, Asset Management, AutoCad. Experience with the management of assets. Experience with performing cost benefit analyzes. Experience with life cycle costing. General Management experience. Maintenance experience with Facilities, Fleet Vehicles, Rail and Communication equipment. Management of Civil Engineer contracts.

 

 

Education

Experience

Degree: B.A./B.S. preferred or comparable training/experience. 

 

Years: 5 years related experience

Field: Business Management/Business Analysis, Information Technology

Field: Information Tech., Procurement, Maintenance Management, Technical writing.
