Location: Clarksburg, WV
Working Hours: 7:00 a.m. - 3:30 p.m. (hours may vary)
NICS only: The firearm industry is a considered a retail business. As such, expect to work Black Friday and Christmas Eve. Leave restrictions are set in place during the holiday shopping season and during the Valentine's Day/tax season.
All NICS employees are considered essential. This means you will be expected to work holidays and weekends. Additionally, as an essential employee, you should also be prepared to travel to work even during inclement weather.
Also, when the National Instant Criminal Background Check System (NICS) Section experiences an extremely high volume of firearm background checks, employees are sometimes required to work a set number of mandatory overtime hours. Management attempts to provide as much notice as possible when overtime will be mandated.
Salary:
GS-09: $59,966.00 - $77,955.00
GS-11: $72,553.00 - $94,317.00

Key Requirements

  • Because this position involves conducting background checks for individuals wanting to purchase firearms, to avoid any actual or even an appearance of a conflict of interest, employees and contractors in this position are not permitted to hold a current Federal Firearms License (FFL) or otherwise be employed by an FFL. Any newly hired employee, or a contractor, holding an FFL or otherwise employed by an FFL, would be required to relinquish that FFL or employment if offered this position. If someone in the employee's (or contractor's) immediate family holds or is otherwise associated with an FFL, an assessment would need to be conducted to determine if a conflict of interest exists. Major Duties
  • Develops technically accurate, adequate instructional materials.
  • Revises and updates training aids, tests, lecture outlines, audio and visual training aids, and test materials.
  • Selects and organizes the training materials and aids and assemble supplemental training materials and furnish the material to participating agencies.
  • Independently performs pre-instructional activities on receiving training assignment. Determines problem areas and solutions to be included in the training.
  • Determines course training plan based on a general outline of the course and the learning objectives established for the individual classes. Plans the methods, techniques and time schedules for each phase of each class.
  • Performs post instructional activities; provides follow-up liaison to assist in the implementation of procedures learned during the training sessions.

Specialized Experience (SE):
GS-09: Applicant must possess at least one (1) year of SE equivalent to the GS-07 grade level.
SE is defined as follows:
  • Evaluated training materials and recommended modifications to course curriculum to improve information being presented.
  • Communicated orally and in writing to present classroom instruction in a clear and concise manner.
  • Developed and prepared training materials to provide instruction on a specific topic.
GS-11: Applicant must possess at least one (1) year of SE equivalent to the GS-09 grade level.
SE is defined as follows:
  • Evaluated training materials and recommended modifications to course curriculum to improve information being presented.
  • Communicated orally and in writing to present classroom instruction in a clear and concise manner.
  • Developed and prepared training materials to provide instruction on a specific topic.
  • Researched and gathered information from various sources to develop training curriculum.
Education
Education may be substituted for SE as follows:
GS-09: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
Note: Completed Undergraduate and/or Graduate education must be in a major study or subject area related to the Training Instructor position.
All degrees must be from an accredited college or university. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

  • Relocation expenses will be borne by the selectee , except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
  • Current tax law impacts your transfer by making your moving expense reimbursements taxable. Please contact HQ_DIV12_Online_Transfer_Issues for information regarding taxable expenses. For additional insight on the personal impact of the IRS tax rules, you may wish to contact the IRS or a tax professional. Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
a. Percent of time worked in the particular position (cannot conflict with main duties)
b. The month/year work began
c. Frequency worked (i.e., daily, monthly, etc.)
d. Specific duties performed
