Description
YMCA International Services is a unique branch of the YMCA of Greater Houston that seeks to meet the varied needs of Houston's refugee and immigrant communities. International provides comprehensive programs that focus on building human assets and fostering self-sufficiency. The TPAP Director is responsible for leading, overseeing, and supporting the TPAP case management team and working closely with law enforcement and community partners.
Duties /Responsibilities:
  • Organize and participate in 24/7 on-call rotation.
  • Respond to calls by task force and hotline(s) for victim advocacy as soon as possible.
  • Assist in providing screenings, assessments, and service plans for victims.
  • Collaborate with The Landing, United Against Human Trafficking, San Jose Clinic, Unbound, and other Houston-area and Galveston-area providers.
  • Participate in Child Sex Trafficking (CST) project and protocol development.
  • Participate in monthly CST Advocate program calls.
  • Participate in monthly and quarterly meetings with both CJD and OVC.
  • Monitor budgets monthly and work closely with the Grant Accounting team.
  • Solicit private grants and donations to meet match requirements of state/federal funding; expand program services or fill gaps identified in program with support from Center leadership.
  • Direct supervision and daily oversight of:
    • Two Coordinators
    • CST Advocates
    • TPAP Case Managers
    • Professional Counselor (One Therapist)
    • Interns (when available)
  • Provide senior management team performance measurement data monthly.
  • Write, and/or update program materials and operating manual as required.
  • Stay current with research for project improvements and grant writing purposes.
  • Complete all required Y trainings annually.
  • Participate in all required and relevant law enforcement and community training.
  • Provide staff, interns, and volunteers with training opportunities.
  • Participate in community events to increase program visibility.
  • Occasional airport pick-ups and food pantry distribution rotation.
  • Report suspicious and inappropriate behaviors and policy violations.
  • Follow mandated abuse and incident reporting requirements.
  • Meet timelines and deadlines related to supporting systems and employee compliance. Examples include but are not limited to Kronos Workforce Ready for review and approval of timesheets
  • Other duties as assigned.

Requirements :
  • Master of Social Work Degree required; must already have license or be able to obtain license within 6 months of being hired (YMCA will cover fees associated with license renewal and required CEUs)
  • Must be familiar with the concept of cultural humility/cultural responsiveness
  • Needs to be able to demonstrate humility when it comes to cultural knowledge and client backgrounds
  • Needs to be committed to career-long learning about client and staff backgrounds, ethnic identities, and cultures
  • Experience managing teams in a fast-paced environment
  • Strong relationship building skills and ability to work in politically nuanced environments
  • Extensive background and experience in the design, development, implementation, maintenance and continuous improvement of programs addressing the needs of victims of human trafficking
  • Strong interpersonal skills including relationship and trust building, communication and listening and personal engagement/networking
  • Bilingual capability is preferred but not required.
  • Texas Driver's License; clean driving record; own vehicle; and applicable auto insurance
