Job description

Position will be filled as an Apprentice, Technician I, Technician II or Technician III, dependent upon the needs of the department and qualifications/experience of the preferred candidate.

Under the immediate supervision of the Traffic Division Supervisor and under the general supervision of the Operations Manager, this position is responsible for performing varying degrees of technical work in the installation, repair and maintenance of all traffic control devices including traffic signals, signage, pavement markings and street lighting. This position may be assigned to any division within the Public Works Department as a substitute for individuals on leave or during heavy work periods. This position is subject to emergency callouts and must be able to work overtime, including nights and weekends, as required.

ESSENTIAL FUNCTIONS

  • Apprentice - As an entry-level apprentice, this position will assist technicians in unskilled and semi-skilled duties which may include, but are not limited to flagging traffic, short line pavement marking, street light repair, traffic control sign design and installation, and plowing snow.
  • Technician I - As an entry-level technician, this position assists more experienced technicians in the installation, repair, routine inspections and preventative maintenance work on installation, removal, modification, repair and maintenance of City traffic control signage and ensures adequate visibility of signs for public safety; and performs various tasks associated with street pavement marking projects including estimating of quantities, layout and adherence to established OMUTCD (Ohio Manual of Uniform Traffic Control Devices)standards/guidelines. This position assists in locating and marking underground utilities, including signal cables, conduits, loop wiring, streetlight wiring and fiber optics to prevent damage. Employees in this classification perform temporary traffic control measures per OMUTCD standards/guidelines for special events, City projects and emergency situations (i.e. accidents, water main breaks, etc.) which includes setting and removing temporary traffic control signage and delineation (cones, barricades, etc.).

This position operates a variety of equipment, machinery, and tools in the performance of projects and activities which may include, but is not limited to, aerial bucket truck and/or crane truck, jackhammers, saws, paint stripers, paint mixers, line removers, forklifts, compressors, drill press, post pounder, post puller, grinders and augers as well as various power and hand tools. Employees in this classification are also responsible for maintaining accurate daily work logs to include work performed and the materials/equipment used and must have the ability to prepare work orders and assist in tracking/maintaining adequate inventory of materials and supplies.

  • Technician II - As a proficient technician, this position is responsible for the installation, maintenance, testing and repair activities of mechanical, electrical and electronic traffic control equipment including loop systems, video detection, signal coordination, traffic preemption systems and other signal devices and apparatus; for performing a wide range of inspections and preventative maintenance work on traffic signals and street lights; for responding to knockdowns and/or malfunctions of traffic signal/street light equipment; for making field repairs of traffic signal controls and auxiliary equipment; for performing electrical system wiring and installations, locating conduit, cables and other underground devices to perform work; replacing lamps; for investigating complaints and reports of malfunctions and advising management if continued operation of equipment would present a problem or safety hazard.

Work may include, but is not limited to construction and maintenance of the City's traffic signals and street lighting by installing conduit, constructing foundations and installing poles; locating and marking underground utilities to prevent damage including signal cables, conduits, loop wiring, street light wiring and fiber optics; performing installation, removal, modification, repair and maintenance of City traffic control signage and ensuring adequate visibility of signs for public safety; performing various tasks associated with street pavement marking projects including estimating of quantities, layout and adherence to established OMUTCD (Ohio Manual of Uniform Traffic Control Devices) standards/guidelines; performing general electrical maintenance and repair work; replacement of defective equipment, including poles and other electrical systems as necessary; testing of electrical and electronic equipment including traffic signal heads, street lights, controllers, conflict monitor units, auxiliary equipment and other systems to ensure proper operation, compatibility and component safety and to troubleshoot or perform adjustments/repairs. Employees in this classification perform temporary traffic control measures per OMUTCD standards/guidelines for special events, City projects and emergency situations (i.e., accidents, water main breaks, etc.) which includes setting and removing temporary traffic control signage and delineation (cones, barricades, etc.).

Employees in this classification are also responsible for maintaining accurate daily work logs to include work performed and the materials/equipment used and must have the ability to prepare work orders and assist in tracking/maintaining adequate inventory of materials and supplies.

  • Technician III - As an advanced technician, this position is responsible for planning, prioritizing, reviewing and participating in scheduled/assigned maintenance activities, construction and repair of City traffic signals, street lights, traffic control signage and pavement markings; for leading work crews in performing construction and maintenance activities, prioritizing work and determining equipment/material needs to accomplish work assignments and for coordinating with other City departments in the implementation of preventative maintenance procedures and schedules; for reviewing and inspecting the work of an assigned crew to ensure work quality and timely completion of assigned duties and responsibilities; for training assigned crew members in work techniques and proper use/maintenance of all equipment including adherence to proper safety precautions related to all work performed; for evaluating activities of subordinate traffic maintenance staff, offering assistance, advice and training (as needed) to correct deficiencies and for coordinating and overseeing the work of contractors for annual long line striping program and guardrail repair work.
