General Description of Duties
GENERAL DESCRIPTION OF DUTIES
The position's primary purpose is to perform manual and technical work in sign fabrication, maintenance, installation and inventory maintenance of all signs on public and private roads within Leon County.

ESSENTIAL DUTIES
Performs sign fabrication, maintenance and installation on public and private streets and roads within Leon County. Uses a personal computer with Flexi-Sign software to design text and graphics, and scan signage information into the computer. Uses pre-cut letters in the assembly of sign messages and also uses die cutters to cut messages. Uses plotter, cutter to create messages out of vinyl; and services and maintains same. Keeps records on personal computer of new road signs, costs of new subdivisions, and miscellaneous members utilizing Excel and Word. Determines location from maps, plats, and drawings and installs, repairs, and replaces signs, posts, et cetera, according to importance, i.e., stop and warning signs taking priority. Measures and reports cable locations needed prior to sign installation. Performs routine maintenance of signs by washing, straightening, and trimming of surrounding bushes. Performs sign installations such as school zones, construction/detour routes, community meetings.
Completes various paperwork: completes bi-weekly time sheet, recording hours worked, leave requests, et cetera; completes vehicle accident reports and personal injury reports as required; ensures daily worksheets are completed accurately and turned in on time in the absence of Crew Chief.
Drives various vehicles and operates various equipment. Drives 4, 8, 12, and 16 yard dump trucks and operates other equipment such as tractors, rollers, et cetera, in the absence of the normal operator and for special projects, as required. Drives crew truck hauling crew and materials to jobsite as required. Performs pre-trip inspection on all vehicles and equipment prior to placing them in service.
Performs Unskilled and Semi-skilled Tasks Associated with Roadway, Right-of-Way, and Stormwater Maintenance Activities. Operates and cares for various equipment such as chainsaws, drills, augers, blowers, pavement saws, et cetera, used in performing tasks. Uses and cares for various hand tools such as shovels, rakes, brooms, et cetera, associated with assigned tasks. Assists in gathering materials and equipment as needed in performing tasks. Fuels and services crew trucks, other vehicles and small
equipment as required. Stocks vehicles with required items such as ice, towel wipes, bug spray, et cetera, as required. Performs job site safety by installing appropriate construction signage, using personal safety protection and flagging in accordance with Florida Department of Transportation (FDOT) Maintenance of Traffic Standards. Installs and removes sediment control as required. Performs pre-trip inspection on all vehicles and equipment prior to placing them in service.
Performs traffic and speed studies. Operates radar gun, recording information and visibly counts and records data. Operates and maintains traffic control counters. Extracts collected data from traffic control counters, using personal computer. Programs and deploys radar trailer to collect data and perform traffic calming. Collects roadway physical feature information, i.e., number of houses, driveways, et cetera, to be used in performing traffic engineering studies. Programs and sets up electronic message boards for traffic calming, traffic studies, et cetera.
Performs street sign inventory. Collects sign inventory data using laptop computer or field forms. Exports data from laptop computer and imports to server. Performs quality control reviews to ensure the integrity of the data. Utilizes the inventory program to develop and run reports.
OTHER IMPORTANT OR MARGINAL DUTIES
Performs other related duties as required. Participates in the interview process. Periodically subject to on-call standby for emergencies. Communicates temporary assignments to various work crews to perform non-routine work tasks. Installs pavement markings on roadways, parking lots, et cetera, through the use of long line paint striping equipment and thermoplastic.
DIFFICULTY
The position requires a moderate amount of independent judgment and problem solving ability. This position adheres to established guidelines, policies, and operating procedures.

This position's duties are somewhat defined and periodically checked. This position often works unsupervised, but work is reviewed frequently.
Supervision of Others
This position is non-supervisory.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Contact is made in the division with crew members while working together to accomplish tasks; contact is made with Fleet Management staff concerning scheduling repairs/breakdowns; contact is made with warehouse staff concerning the purchasing of materials; and contact is made with the public concerning inquiries about work being performed.
TOOLS AND EQUIPMENT USED
This position uses a personal computer; word processing, spreadsheet, and database software; specialized software (Flexi-Sign); fax machine; adding machine/basic calculator; car and/or light truck.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is mainly performed outdoors. Work environmental factors include exposure to inclement weather conditions, noise, dirt, vapors, insects, animals, et cetera. Physical demands include standing, walking, sitting, lifting, pushing, climbing, balancing, stooping, reaching, handling, et cetera.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD) manual. Skilled in sign fabrication and installation. Skilled in pavement marking application and operating a computerized sign maker. Ability to read and write. Knowledge of roadway inventory techniques. Ability to lift heavy objects and stand for long periods of time. Skilled in reading blueprints. Skilled in operating digital cameras and camcorders. Ability to lift or push in excess of 50 pounds.
MINIMUM QUALIFICATIONS
Requires a high school diploma or an equivalent, and two years of related work experience; or an equivalent combination of training and experience.
NECESSARY SPECIAL REQUIREMENTS
Employee must possess a valid State of Florida Class "B" operator's license, and have a favorable driving record, in order to operate equipment.
Must possess a Florida Department of Transportation Maintenance of Traffic Certificate.
Must possess a Leon County Excavation Contractor License.
Must complete Work Program Policies and Procedures Training.
All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.
