This position is located in the Engineering department assigned to the Grounds Team working at the Topeka VAMC location.

Duties

Duties include, but are not limited to, the following:
  • Sidewalk, street, and parking lot maintenance, such as cleaning and sweeping surfaces to keep them clear of leaves, branches, dirt, and all debris to ensure safe passage of foot traffic, auto, and parking lots
  • Repair holes in the streets, sidewalks, and parking lots
  • Remove ice, snow, from sidewalks, streets, and parking lots in the winter to prevent slipping and sliding
  • Apply ice melt to sidewalks and sanding street to keep ice from forming after removing snow
  • Operate mowing equipment, farm equipment, and industrial type tractors through 50 hp and 4x4 truck through 1 ton Includes dual and triple hydraulic control systems which control length, depth load, draft and control speed of the equipment and attachments
  • Coupling these systems to the equipment which includes three-point hitch, both manual and hydraulic, and power take-off shafts which exceed 540 RPM
  • Make necessary adjustments to establish correct length, depth and angle lateral movement of equipment and accessory equipment such as snow blades, disk-scarifies, and aerators
  • Control forward and reverse movement of the vehicle up and down and one angle of the attached accessories simultaneously
  • Maneuver the vehicle in and around curbs, shrubs, trees and other obstructions which may be encountered whether on flat or hilly terrain;
  • Select the proper speed on industrial Mowers and Tractors up to eight gears forward and reverse and select the proper gear with P.T.O. speed, and be able to use lock differential and Syncro-Mesh transmissions
  • Operate the Tractor and equipment so as to avoid damaging shrubs, trees, building, and other obstacles
  • Service and make minor repairs such as checking for loose bolts and nuts, greasing and checking oil in all types of equipment operated
  • Responsible for tools and equipment assigned to the section, care and security of same
  • Responsible for ensuring that tools and equipment are kept clean and in safe working condition at all times
  • Responsible for preventative maintenance on vehicles and equipment and minor repairs
  • Prune trees and shrubs for health appearance to assure low hanging limbs do not present a safety problem
  • Performs lawn maintenance tasks, such as mowing, trimming, seeding and fertilizing without cause damage to lawn, trees, shrubs, or equipment

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
  • Interpret Instructions, Specifications (mobile equipment operations)
  • Operation of Equipment/Machinery
  • Without more than normal supervision
  • Work Practices

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions: heavy lifting (45 lbs and over), heavy carrying (45 lbs and over), pushing (1-3 hours), reaching above shoulder, use of fingers, both hands required, walking (1-2 hours), standing (1 hour), crawling (1 hour), kneeling (1 hour), repeated bending (1-2 hours), climbing - legs only (1 hour), climbing - use of legs and arms, both legs required, operation of tractor, ability for rapid mental and muscular coordination simultaneously, both eyes required, depth perception, hearing (aid permitted)

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
