Tobacco Program Community Partnership Liaison

The Utah Tobacco Prevention and Control Program (TPCP) is seeking individuals from all backgrounds to apply for a position that directly and positively influences and impacts the lives of all Utahns. This position oversees funding for community partners working to address tobacco-related health determinants in communities acutely affected by tobacco-related health issues. This person is responsible for the TPCP community partners, including grant renewals, budget oversight, providing technical assistance, support, training, hosting community partner meetings, and chairing related workgroups. The position is full-time, hybrid work eligible; the successful candidate must plan to or currently reside in Utah.
As a Tobacco Program Community Partnership Liaison you will be responsible for working with our community partner grantees. This entails working with contract renewals, budget oversight, providing technical assistance, support, and training, hosting quarterly meetings, and chairing related workgroups. In order to be successful in this position, you need to have strong conflict resolution skills, be capable of developing approaches for the implementation of ideas, programs, or changes in operations, facilitate and coordinate with coalitions made up of diverse organizations, collaborate and build partnerships with statewide agencies and community based organizations. Being able to speak fluently in both English and Spanish is a plus. This position is also telework eligible.

Health Insurance - Public Employee Health Program (PEHP):
- 3 medical plan options. Choose a Traditional or High Deductible Health Plan. There is an Opt-Out Cash Benefit option for those that have other medical insurance coverage.

- Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
- Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.
- Employer contributions to your 401(k) are vested after four years.
- Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).

Example of Duties
EXAMPLE OF DUTIES:
As a TPCP Outreach Coordinator you will:
- Coordinate initiatives within the Tobacco Prevention and Control Program to address gaps and barriers in relation to tobacco-related health determinants.
- Work with the Local Health Department (LHD) Liaison Team to connect grantee and other partners with the local health departments
- Oversee grantees, grants, and implementation of annual action plans to eliminate tobacco-related health determinants in Utah.
- Oversee collaboration in mental health and substance misuse relating to tobacco cessation in clinic workflow with the Office of Substance Use and Mental Health (OSUMH)
- Work with the Quit Line services coordinator to ensure that services provided statewide are inclusive of all Utah communities.
- Review monthly grantee reports and invoices. Provide feedback, recommendations, and support.
- Advise grantees of events, resources, and materials pertinent to their needs.
- Act as subject matter expert on topics related to tobacco-related health determinants
- Host Community Partnership trainings and meetings. Assist with planning of general TPCP internal and external training
- Assist with the development of the program’s internal health equity development plan
- Cultivate partnerships with organizations, communities, and systems that intersect with tobacco-related health determinants in Utah

- Understand the principles of Social Determinants of Health and how they connect to commercial tobacco prevention and control
- Ability to resolve conflict with grace and understanding
- Ability to collaborate and build partnerships with statewide agencies and community-based organizations
- Facilitate and coordinate coalitions made up of a variety of organizations
- Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
- Deliver presentations to a variety of audiences
- Develop approaches for the implementation of an idea, program, or change in operations
- Experience connecting partners to programs and resources
- An in-depth understanding of how public policy improves population health
Due to the requirements of this position, preference may be given to applicants who are fluent in both English and Spanish.

Working Conditions:
- The typical office setting for this job is adequately lighted, heated and ventilated. However, you may encounter some risks that are associated with any office setting, for example, the safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Standard Schedule: Monday - Friday, 8:00 am to 5:00 pm.
- Occasional in-state, out-of-state, overnight, and weekend travel may be required.
- This position is currently a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
