BRIEF POSITION SUMMARY
Performs complex (journey-level) security enforcement work safeguarding priority resources, buildings, personnel, and other equipment belonging to the Texas Military Department and Department of Defense (DoD). Guards and patrols property against loss or damage from fire, theft, vandalism, accident, or trespass; maintaining order and protecting life. Reports to the Senior Shift Lead and works under general supervision with moderate latitude for the use of initiative and independent judgment.
Work Hours: Shift Work, 40 Hours a Week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Performs duties as the Installation Entry Controller.
  • Monitors and authorizes entrance and departure of employees, visitors and other persons to maintain security of installation premises.
  • Works with the public on a daily basis issuing visitor passes, giving directions and receiving and/or reporting complaints.
  • Evaluates and makes recommendations on matters of safety and security.
  • Directs traffic and/or performs crowd control.
  • Patrols base to protect against suspicious activity.
  • Reports all emergencies, accidents, and incidents to Assistant Shift Leader and/or Senior Shift Leader.
  • Performs after-duty hours checks of buildings and alarmed facilities.
  • Apprehends or detains suspects in accordance with applicable state laws and organizational operating procedures.
  • Assists federal, military, and local law enforcement agencies during VIP visits.
  • Prepares detailed incident/accident reports.
  • Obtains statements from witnesses, suspects, and complainants.
  • Performs first aid.
  • Participates in all mandatory state on-boarding training and on-the-job training specific to security enforcement duties and responsibilities.
  • Performs other duties as assigned by supervisory and training personnel.
  • Performs shift work which may require the need to work evenings, weekends, and/or holidays; to include short notice requirements.
  • Maintain weapons qualification on assigned weapon system(s).
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs other duties as assigned.

Qualifications:
MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from a standard senior high school or equivalent is required. High school diploma and/or transcript, from an institute of higher education, must be furnished to HR upon employee orientation.

EXPERIENCE:
  • One (1) year of experience in a peace officer, law enforcement, military or security related role is required.
  • Experience using Microsoft Office (such as Word, Outlook or Excel) is required.

REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license (DL) is required. * Texas Driver's License will be required within first 30 days of employment. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. Copy of DL must be furnished to HR upon employee orientation.
  • Must be able to obtain a valid Level III Commissioned Officer License issued by Texas Department of Public Safety (DPS) Private Security Bureau (PSB) within 6 months of hire. (Preferred at the time of hire).

OTHER REQUIREMENTS:
Minimum standards for employment with Texas Military Department Security Forces consists of the following. Failure to maintain standards may be cause for termination.
  • Selected candidate must pass federal security background investigation in accordance with AR 190-56. The process includes a National Agency Check (NACLC/T3) with a review of local records, credit, fingerprints, arrest and criminal history. New employees must complete and sign the Office of Personnel Management (OPM) Form SF86 within the first two weeks of employment. Completed forms are submitted to the OPM for the background investigations.
  • Must qualify annually and carry duty weapon(s).
  • Must be able to demonstrate proficiency in proper escalation and de-escalation in the use of force, including deadly force, during training scenarios and real-world events.
  • Must be able to successfully pass required training and maintain annual certifications.
  • May be required to work overtime, or hours other than their regular working hours, during an emergency situation or public necessity.
  • May be required to work holidays, weekends, extended hours, and/or rotating shifts provided with or without notice to ensure support of business operations.
  • Must be able to respond to emergency situations, provide support for on-call situations, and perform duties at different locations to meet business needs.
  • May be required to perform other duties as assigned (by military or state personnel) including, but not limited to, required training and working alternative shifts, as necessary.
  • May be required to sign a confidentiality agreement not to disclose For Official Use Only (FOUO) or Law Enforcement Sensitive (LES) information to unauthorized persons.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • traffic and parking regulations;

  • meet and interact with co-workers, base personnel and the general public in a positive and professional manner;
  • attend required training;
  • stand for long periods of time and carry a minimum duty workload; and
  • work holidays, weekends, extended hours and/or rotating shifts provided with or without notice to ensure support of business operations.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in varied settings involving standing, walking, and sitting for extended periods of time. Security Officers perform duties outdoors during inclement weather conditions. Security Officers work with local law enforcement and emergency responders, use personal computers and the telephone to conduct daily business. This position must be able to regularly lift, carry, move and/or set up equipment and materials that weigh up to 40 pounds. Must be able to shoot, move and communicate as a member of a team and run or move quickly for short distances with required duty gear and weapon(s).
MEDICAL REQUIREMENTS
Per Directive Number 1202.01, and in accordance with (IAW) the Army National Guard Security Cooperative Agreement, Appendix 3, all personnel employed by TMD who perform security duties must meet annual medical screening and drug testing requirements.
Initial hire: Applicants will complete the Health Self-Certification and Hold Harmless Agreement to confirm their ability to perform the Physical Ability Test (PAT), and agree to hold TMD harmless for any damage or injury that may occur during the PAT conducted prior to employment. All agreements will be signed and notarized before the initial interview. Applicants unwilling to complete this agreement will be ineligible for employment with TMD as a Security Officer.
Periodic medical evaluation must be performed annually at the agency's expense to certify whether the individual is medically fit to perform the essential job functions, with or without reasonable accommodation, identify any health condition that may be substantially aggravated by the job, and evaluate an individual's health and fitness to take the Physical Ability Test (PAT), and serve as a baseline for tracking health trends.
Drug Use: May be subject to periodic drug testing.
Hearing: The applicant must meet the minimal standard with or without hearing aids of 35 decibels or better in each of the four frequencies: 500, 1000, 2000, and 3000 Hz; to include long distance, directional, and voice conversation hearing.
Vision: The applicant must have distance vision at least 20/30 in one eye and 20/100 in the other, or 20/40 in one eye and 20/70 in the other, and near vision should be correctable to 20/40 binocularly (both eyes open). Uncorrected binocular visual acuity should be at least 20/100. Individuals should be able to discriminate between vivid red and green colors (lights and placards). Additionally, individuals should have at least a total horizontal visual field of 120 degrees and at least a total vertical visual field of 40 degrees.
PHYSICAL AGILITY TEST
Per Directive Number 1202.01, the Physical Agility Test (PAT) serves to provide a measure of the individual's preparedness to successfully accomplish the essential functions of the position.
Initial Hire: The primary PAT will be conducted prior to interview for applicants to demonstrate the ability to perform essential job functions. Applicants must sign a Health Self-Certification and Hold Harmless Agreement before participating in the primary PAT. Only applicants who have completed the primary PAT will be interviewed and considered for employment.
