BRIEF POSITION SUMMARY

Performs highly advanced (senior-level) supervisory maintenance and construction work. Oversees maintenance and construction staff involved in the installation, care and repair of facilities and equipment. Schedules maintenance and construction work and oversees requisition of materials and supplies. Supervises the work of employees and contractors. Reports to the Program Supervisor and works under minimal supervision with extensive latitude for the use of initiative and independent judgment.


Work Schedule: Tuesday-Friday, 10 Hours a day, 40 Hours a week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Oversees and schedules repair work for plumbing, masonry, welding, carpentry, painting and locksmith duties.
  • Oversees and schedules preventative maintenance programs.
  • Conducts feedback session with subordinates and evaluate performance.
  • Adheres to OSHA and Air Force safety and work guidelines.
  • Coordinates the inspection, testing, and troubleshooting of all associated equipment.
  • Develops specifications of maintenance and renovation that include the shops above.
  • Oversees the preparation of or prepares estimates of work hours, materials, and resources required for projects.
  • Oversees and monitors the inventory of materials, supplies and equipment; and approves and initiates requisitions for materials and supplies.
  • Coordinates work assignments with other supervisors to ensure efficient and effective use of all resources.
  • Coordinates work of outside contractors and advises management on the specifics of proposed or ongoing projects.
  • Schedules and inspects completed work on buildings, equipment, machinery, and grounds; and reports inspection findings to staff and management.
  • Prepares instructions for machinery operators and conducts training on tool and machinery operations and safety.
  • May administer proficiency tests.
  • May participate in planning programs involving physical plant, grounds, or service industries.
  • Reviews the layout of all craft specific construction to ensure compliance with specifications and federal/state & local codes.
  • Inspects systems, equipment, and components to identify hazards, defects, and the need for adjustments or repair to ensure compliance with codes.
  • Maintains records and prepares reports on repairs and service to equipment.
  • May plan and coordinate the installation of all shop-associated equipment.
  • May train, coordinate, and lead the work of others.
  • Performs related work as assigned.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include on holidays and weekends.

Qualifications


MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent (GED) is required.

EXPERIENCE:

  • 8 years’ experience in building maintenance and repair work is required.
  • 4 years’ experience performing facility construction is required.
  • 5 years of supervisory and/or team lead experience is required.
  • Experience using Microsoft Office (such as Word, Excel and Outlook) is required.

PREFERRED QUALIFICATIONS:

  • 4 years of carpentry experience is preferred
  • Experience working in a military environment is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. The ability to obtain a Texas Driver's License will be required within first 30 days of employment.
  • A satisfactory driving record is required for driving state or federal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization;
  • Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service. For further information, visit the Selective Service website at https://www.sss.gov/RegVer/wfVerification.aspx.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • Building materials, plumbing systems, sanitation & carpentry regulations;
  • Building materials, plastering, and welding procedures and techniques;
  • Construction practices and terminology;
  • Training, coordinating and leading the work of others; and
  • Skill in Problem-Solving & Troubleshooting of related equipment

Skill in:

  • Operating tools and equipment;
  • Communicating effectively both orally and in writing;
  • Verbally expressing information in a clear and concise manner; and
  • Operating computers using Microsoft Office Suite to include Outlook and Word.

Ability to:

  • Apply proper methods, techniques and procedures in the maintenance and repair of buildings and related equipment;
  • Provide clear instructions;
  • Analyze and solve problems;
  • Work from drawings, schematics, or sketches;
  • Read and interpret drawings, diagrams, blueprints and specifications;
  • Draw rough sketches of proposed project;
  • Organize preventive maintenance programs;
  • Follow through until projects and/or any corrective measures are completed;
  • Interpret policies, procedures and regulations;
  • Plan, assign, instruct, train and inspect the work of others; and
  • Work in a team environment and establish effective working relationship.

PHYSICAL/WORKING CONDITIONS

Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions.
