BRIEF POSITION SUMMARY
Performs highly complex (senior-level) inventory work including asset collection and transferring of inventory. Work involves tracking agency assets and ensuring compliance with established disposal and loss prevention controls and procedures. Acts as a liaison to agency programs. May provide guidance to others. Reports to the Agency Asset Manager and works under general supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Assists agency asset manager with asset management operations, including the tracking of all agency equipment, merchandise, or other inventory items that meet the agency's inventory tracking guidelines.
  • Coordinates, schedules, and conducts inventories, prepares inventory control records and reports, and reviews and maintains inventory
  • May assist with general maintenance (occasional painting, power washing, etc.) of Building 11.
  • Prepares disposal forms for surplus property.
  • Assists with annual capital asset (SPA) reconciliation for Annual Financial Report.
  • Assists with the coordination of the disposition process including auctions with general public.
  • Adheres to agency inventory control program guidelines and policies, reconciles inventory records with asset accounting records.
  • Resolves inventory reporting discrepancies.
  • Reviews and maintains accounting records of purchases, assigns inventory numbers to items, and monitors inventory records following loss prevention and agency guidelines.
  • Assists with the development and updates of the agency's vehicle management policies, controls, and recommends improvements.
  • Tracks agency assets in the Centralized Accounting Payroll and Personnel System (CAPPS) Financial System.
  • Tracks agency furniture in CAPPS Financial System.
  • Assists with online drivers training.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
  • Performs related work as assigned.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
Qualifications:
MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from a standard senior high school or equivalent is required.
EXPERIENCE:
  • Two years' experience in property accounting, fleet management, and/or inventory management work is required.
  • Experience using Microsoft applications including Outlook, Word and Excel is required.
PREFERRED EXPERIENCE:
  • Experience in CAPPS Financial System is preferred.
  • Experience in data management is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
  • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
  • Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service. For further information, visit the Selective Service website at https://www.sss.gov/RegVer/wfVerification.aspx.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • warehousing methods and procedures;
  • applicable rules and regulations;
  • inventory and stock control record keeping; and
  • standard business practices.

PHYSICAL/WORKING CONDITIONS
Work is performed generally inside and outside of a warehouse which may be hot, humid, dirty, cold, and in direct sunlight. Buildings may or may not be climate controlled. Position will require incumbent to work in areas that are high off the ground and/or in tight spaces. Work typically involves stooping, bending, crawling, lifting, climbing, kneeling, standing, walking, sitting, carrying, pushing, pulling, balancing, reaching, and crouching. Frequently lifts, carries, and sets up equipment and materials weighing up to 50 pounds. Special assignments may occasionally be performed outdoors with exposure to inclement or hot weather. Requires the ability to travel up to approximately 10% of the time.
