Responsibilities for the Title IXCoordinator and Civil Rights Investigator include, but are not limited to, the following:
- Oversees and manages all Title IX reports and complaints to ensure the prompt assessment and review of all Title IX, Sexual Harassment, and Other Sexual Misconduct matters and timely completion of the Title IX, Sexual Harassment, and Other Sexual Misconduct investigation and adjudication process consistent with University policies and procedures; provides outreach and accommodations for inquiries and reports relating to sexual misconduct and/or sexual discrimination; in consultation with the OIIE AVP of Equity and Compliance, guides Title IXand Civil Rights Investigators, Hearing Panel Members, Hearing Advisors, and campus partners on best practices and interpretation of rules and regulations; coordinates all aspects of the Sexual Harassment and Other Sexual Misconduct Grievance procedures; maintains accurate and thorough case files and reports, and provides updates (e.g., weekly) to the AVP of Equity and Compliance In the Civil Rights Investigator role, this position will conduct a prompt and thorough assessment and if warranted, investigation of Civil Rights complaints, ensuring compliance with University policies and processes, as well as all applicable laws; ensures a well-documented investigation process analyzing information and working with the appropriate University offices during the course of investigations; maintains accurate and thorough investigatory files and reports; and prepares comprehensive reports of investigation findings of fact and recommendation(s)The Title IX Coordinator role also coordinates with the TUPD, Division of Student Affairs, Office of General Counsel, Department of Athletics, as needed, and others regarding the Clery Reports, as well as any information requests from USM audits, OCR, NCAA, etc. Develops and provides/presents information to students and employees regarding current policies, procedures, and administrative processes, addressing a variety of issues and/or providing general support; provides educational outreach and training, and assists in the development of marketing and educational materials to students and employees on the topic of sexual misconduct and sex discrimination; coordinates assessment efforts on education and training programs and collaborates with others on surveys to assess University climate; edits and updates the Title IX, Sexual Harassment, and Other Sexual Misconduct information on relevant websitesContinuously maintains current information regarding federal and state laws and regulations, as well as integrates best practices in investigations; maintains current information relating to employment policies and procedures for faculty and staff under Title IXand Civil Rights; ensures that University-related information is readily available on all aspects of Title IX and discrimination; participates in University System of Maryland Title IX work groupsServes on related committees and panels as requested; co-chairs the Sexual Harassment and Assault Prevention and Education Committee, also referred to as SHAPE; collaborates with the designated supervisor(s), faculty, and staff across the University
Qualifications and Skills
Required Qualifications:
- Bachelor’s degreeExperience working with Title IXTwo years of Civil Rights investigation experience in higher educationExperience with managing sexual misconduct reports and cases in different phases, and working with/responding to victims, impacted parties, reporting parties/complainants, responding/accused partiesKnowledge of federal and state laws pertaining to federal/ state compliance, discriminatory practices, sexual misconduct, Violence Against Women Act (VAWA), Title IX of the Education Amendments of 1972, and other practices that violate Title IX, Title VII of the Civil Rights Act of 1964, and Section 504/ADAAwareness of current trends and best practices in Title IX, Civil Rights, and Diversity, Equity, and Inclusion in higher education
