The City of Roanoke is seeking a Technology Business Analyst to identify technology opportunities and requirements to help customers reach their business goals on technology projects. Serves as a liaison with department customers and technology divisions to develop and deliver business requirements. Performs research and makes recommendations on requirement elicitation best practices and processes. Requires a Bachelor's degree from four-year college or university in information systems or related field and 5 - 8 years related experience and/or training in information technology and/or business analysis; or equivalent combination of education and experience. Experience with requirements gathering, process improvement tools and leading project work required.

This is an exempt position.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Performs business case development, ensures understanding of business goals and priorities, the value of information technology and measures of success
Proactively identifies technology opportunities that improve departmental business processes, strategies and performance.
Develops, writes, and communicates business requirements and functional specifications for the implementation of business solutions.
Develops, writes, and oversees the use of test scripts for project implementations.
Establishes and maintains liaison relationship with department customers in order to provide effective technical solutions
Occasionally serves as project lead for projects across all DoT divisions, when called upon
Researches and advises on alternative solutions for business challenges, preparing project related reports and data to support the project manager and implementation.

EDUCATION and/or EXPERIENCE
Bachelor's degree from four-year college or university in information systems, computer science or related field; five or more years related experience and/or training in information technology and/or business analysis; or equivalent combination of education and experience. Experience with requirements gathering, testing/test scripts and leading project work desirable.LANGUAGE SKILLS
Ability to read, analyze, and interpret complex documents. Ability to respond effectively to inquiries or complaints orally and in writing. Ability to make effective presentations to management, public groups, and/or boards of directors. Ability to communicate technical concepts to technical and non-technical audiences.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and deal with an extensive variety of variables. Ability to think logically.
CERTIFICATES, LICENSES, REGISTRATIONS
Business Analysis or equivalent certification preferred.
