SUMMARY DESCRIPTION:
The primary role of the Technical Writer is to ensure that all Phoenix Quality Management System (QMS) documents and materials released to customers or the general public are grammatically correct, technically accurate, and formatted in accordance with Phoenix standards. The person in this position must be capable of independent work involving large amounts of complex data and must be able to organize and supervise graphic arts and composition preparation personnel. The Technical Writer works with Engineering, Operations, Marketing, and Management to prepare and finalize reports, marketing material, and proposals for internal and external distribution. This person will be responsible for moving QMS documents through the QMS process and reviewing, formatting, and editing proposals and other documents; must have the knowledge to review/edit the content of Diving Services reports for completeness and accuracy; and will be required to travel occasionally to act as the on-site Technical Writer for Diving Services jobs. This position is not eligible for remote work and will be located in the Virginia Office. This position reports to the VP Manned Operations.

DUTIES AND RESPONSIBILITIES:
U.S. Navy Procedures and Reports
- Develops, compiles, and edits U.S. Navy Process Control Work Packages (PCWPs) to ensure they are complete and accurate.
- Contacts the appropriate Phoenix personnel to clarify or obtain missing information for PCWP development.
- Compiles, edits, and organizes supporting documentation and enclosures to be concise and consistent with the appropriate forms or templates.
- Distributes PCWPs to appropriate Phoenix personnel for review and approval prior to client submission.
- Compiles internally approved PCWPs in PDF format for submission to client by project point of contact.
- Uploads both PDF and Word versions of U.S. Navy procedures to the appropriate folders on the Phoenix server.
- Reviews and edits U.S. Navy final reports part I and II to ensure they are complete and accurate.
- Contacts the appropriate Phoenix personnel to clarify or obtain missing information from reports.
- Proofreads, formats, compiles, edits, and reorganizes U.S. Navy reports to be clear, concise, and consistent with the template as appropriate.
- Reads and understands the information in OPS-NPGM-001M Diving Services Technical Writer Handbook.
- Supervises and trains Technical Writers in procedure development and report writing.
- Works with the Process Owner to update or create templates for U.S. Navy procedures, supporting forms, and reports as appropriate to include Welding and NDT
QMS, Proposals, and other Documents
- Works with Process Owners to move documents through the QMS process by reviewing, editing, formatting, and obtaining appropriate approvals.
- Writes procedures/instructions and constructs forms applicable to Technical Writer or Senior Technical Writer duties.
- Constructs templates with automatic fields and formatting for reports, forms, and other documents.
- Reviews, formats, and edits other documents as requested.
- Reviews and edits company materials to be released to the public.
- Assists bid and proposal development as necessary by creating templates; maintaining and formatting Master copies of all documents; reviewing all material for spelling, punctuation, and grammar; creating the compliance matrix; developing/creating graphics; and posting updated copies to the server on a regular basis.
- Performs optical character recognition (OCR) translation into editable, electronic format.
Commercial Procedures and Reports
- Develops, compiles and edits work procedures, dive plans, work instructions, reports, etc. to ensure they are complete and accurate.
- Contacts the appropriate Phoenix personnel to clarify or obtain missing information for Procedure or report development.
- Compiles, edits, and organizes supporting documentation and enclosures to be concise and consistent with the appropriate forms or templates.
- Distributes procedures and reports to appropriate Phoenix personnel for review and approval prior to client submission.
- Compiles internally approved procedures and reports in PDF format for submission to client.
Other Duties/Responsibilities
- Troubleshoots Microsoft Office and Adobe Acrobat issues for other employees.
- Complies with company policies, processes, and safety standards.
- Performs miscellaneous job-related duties as assigned.
- Acts as the on-site Technical Writer for Diving Services jobs, when required.
JOB REQUIREMENTS:
- Minimum of five years of experience in technical report preparation. Three years of this experience shall be with salvage, diving, ocean engineering, or related matters.
- Working knowledge of industry/agency requirements and processes including, but not limited to, U.S. Navy, U.S. Coast Guard, ADCI, and IMCA.
- Excellent communications skills.
- Excellent grammar, spelling, and writing skills.
- Skill using Microsoft Office Suite, Adobe Acrobat, scanning software, OCR software, and all related hardware.
- Ability to obtain a U.S. Government security clearance.
- Possession of or ability to obtain a current U.S. Passport.
- Ability and willingness to travel worldwide, on short notice for indefinite periods of time.
- Ability to obtain authorization to operate company vehicles.
- Willingness to work in an offshore environment, although work is normally performed in a typical office/warehouse work environment.
- Willingness to exert limited to moderate physical effort.
- Willingness to accept limited to moderate exposure to physical risk.
