Stellar Solutions is searching for a Technical Program Manager to work with contractor colleagues and government clients from various Department of Defense and other government agencies to plan and manage a large-scale Space Ground Control Program.
In this role you will work with an integrated contractor and government team from various Department of Defense and other government agencies to plan and manage a large-scale Space Ground Control Program. Lead the development and analysis of project plans, schedules, cost estimates, risk management plans, performance metrics, acquisition strategy documents, and Requests for Proposals (RFPs). Help the United States Space Force manage multiple development contractors for the Next Generation Operational Control System (OCX) program as they deliver mission-critical hardware and software for the Global Positioning System (GPS). Manage upcoming GPS Launch projects and teams. Lead technical teams in solving a variety of client problems related to systems engineering and program management for Space Ground Control and cybersecurity programs. Support the United States Space Force in ensuring a cyber-secure OCX system spanning the management and sustainment of the current operational launch capability. Prepare/manage the next launch campaign in terms of ground station upgrades as it pertains to new satellite capabilities.
Deliverables:
Develop technical reports and make recommendations to senior DoD clients, and work with government and corporate stakeholders to implement recommended solutions. Provide both factory and remote oversite of development contractor development and integration activities. Work with multiple Government/contractor teams to detect and manage risks and issues related to develop and integration of launch capabilities. Establish the foundation for the implementation of launching new capabilities over the next few years.
Launch Management/Innovation responsibilities include:
- Maintain/sustain the baseline configuration of OCX LCS GPS III launch capability while collaborating with OCX subject matter experts to capture knowledge to ensure continuity to operations.
- Prepare/oversee defense contractor’s efforts to upgrade the current Launch and Checkout system to make capable the government’s ability to successfully launch the GPS IIIF satellites.
Qualification Requirements
- DoD Secret Clearance
- Experience with ground system development, operations and support to a Major Defense Acquisition Program
- Familiarity with process improvement methodologies and employment on major program
- Bachelor’s degree in an engineering, mathematics, physics, or equivalent technical discipline
Desired Qualifications:
- Experience with performing systems engineering, integration, and test on ground systems
- Knowledge of DoD 5000.01/02
- Knowledge of Agile Methodologies
- TS/SCI clearance
- Master’s degree in an engineering, mathematics, physics, or equivalent technical discipline
The typical pay range for this position is USD $175,000 - $220,000 per year, total package. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. This position is also eligible for a discretionary annual performance bonus, retirement plan and other benefits (all included as part of package).
