Responsibilities
Noblis MSD is seeking an experienced technical lead / Program Manager to assist the Naval Surface Warfare Center Philadelphia Division (NSWCPD) with the overall management of one their high-level programs. This Program Manager will directly assist the Government Manager in the high-level scheduling, financial, and technical management of a program that encompasses nearly all HM&E Systems and all surface ship and carrier classes. The candidate will provide high level Project Management support to our Navy client. The daily tasking for this position will include, but is not limited to:
  • Program oversight and management, including reviewing, analyzing and making recommendations on financial status and future budgetary needs
  • Coordinating with technical leads and In-Services Engineering Agents (ISEAs) to interpret technical statuses and updates while relaying this information to the Government Program Manager, NAVSEA sponsors, and other stakeholders as necessary
  • Working with ISEAs and technical leads to identify technical deficiencies and assisting in determining the correct course of action
  • Providing inputs for and/or developing and updating high-level POA&Ms and assisting with resource management, scheduling, and financial allocations
  • Preparing for and actively participating in routine program reviews, including assisting the Government PM with briefing NAVSEA sponsors and other stakeholders as required

This position will be working on a long term contract and will provide the opportunity to work in a hybrid work environment. Candidates can be based out of the Philadelphia; Norfolk, VA; Jacksonville, FL; or Metro Washington DC offices.
Required Qualifications
Qualification & Experience:
B.S. in Engineering and Project Management Professional (PMP) certification are preferred with 8 years work experience.
Working knowledge of the NAVSEA / Fleet organization, including technical understanding of U.S. Navy HM&E systems and ship classes is required. The candidate must be able to coordinate with technical leads and engineers to interpret technical data and relay this information to the Government client.
Strong background in program/project management, including the ability to apply PMP/EVM principals to ensure effective program progression.
In lieu of a bachelor's degree, 15+ years of experience as an engineering technician for USN ships, either as an active duty sailor or civilian with a thorough understanding of HM&E systems / surface ship and carrier classes will be considered in conjuction with relevant program/project management experience.
DoD Secret Clearance required, will consider clearable candidates.

Minimum Salary
USD $90,300.00/Yr.
Maximum Salary
USD $158,000.00/Yr.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
