Description

Duties and responsibilities:

This is a strategic-management type position responsible for the overall execution (development, progress and implementation) of a project and/or activities in the fulfillment of the mission of its designated Department/Secretariat and is assigned all or part of the following responsibilities. (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title):

- Participate in and as assigned, lead and coordinate the organization and deployment of department -specific activities, including but not limited to: establishing procedures and defining methods of work; anticipating and analyzing events and/or potential problems and politically sensitive situations and recommending appropriate actions and deciding on how best to address such.

- As required, advise the departmental Director, the Secretary and member of the GS/OAS on progress, and gaps on the development and implementation of department/section-specific projects and activities.

- Lead, coordinate and monitor the implementation of technical assistance projects on transnational organized crime; design and carry out substantive research and lead or coordinate the development and implementation capacity building activities, regional/country studies and threat assessments.

- Within the delegated authority, consult with governmental and other entities, and OAS/institutional counterparts on priorities, needs and interests in the area of capacity building, project objectives and components, and expected results; monitor and analyze implementation of projects, supervise project budget, expenditures and utilization of funds ensuring compliance with OAS financial rules and regulations; initiate project revisions and ensure the timely submission of budgetary documentation and reports.

- Identify, design, propose and execute fundraising initiatives.

- Establish and maintain solid partnerships, undertake negotiations and consultations, and liaise on substantive issues with counterparts in the OAS, as well as Member States, donors, international organizations, private sector, non-governmental organizations, civil society and other stakeholders, develop synergy, promote and facilitate operational partnerships and collaborative undertakings.

- Oversee the organization of meetings, planning and carrying out analytical work, preparing project reports, conceptual pieces, papers and publications for dissemination; as well as developing analytical and technical briefings, talking points, presentations and other documents for review by the Director and/or the Secretary, and their submission to political bodies, the Assistant Secretary General and the Secretary General.

- Within the delegated authority, manage human resources by coordinating and overseeing the work of staff and by guiding and training of project staff, consultants and experts; guide project staff, national and international consultants and experts, associate experts and interns in their work.

- Represent the OAS, Secretariat and Department at national and international meetings, presenting and defending technical and policy positions to Permanent Missions, Observers Missions and other official bodies, as well as promote the OAS mandate, priorities and achievements.

- Perform other related duties as assigned, including replacing and backstopping for others.

QUALIFICATIONS:


EDUCATION & EXPERIENCE:

Essential: First University Degree (Bachelor’s) political science, law, international relations, business administration, economics or related fields and 11 years of relevant experience in similar positions at national and international level OR Advanced University Degree (Master’s) in one of the fields listed above and 7 years of relevant experience OR Doctorate and 4 years of relevant experience

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work. Demonstrated understanding of the dynamics of the Hemisphere, its political and/or diplomatic framework.

COMPUTER SKILLS:
Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel), and other software applicable to the area of work.

LANGUAGES:

  • Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate).
  • Desirable – Working knowledge of other two OAS official languages.

Professional Category: Remuneration = Basic Salary + Post Adjustment
Net of taxes for non-US citizens

- US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.

- Paid Annual Leave: 21 days from 1st year. Increase to 30 days within 5 years.

- Sick Leave and Parental Leave.

- Health Insurance: OAS pays 2/3 of premium.

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.

- Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
