Position Overview: The Division of District Talent Systems works to support districts with the development of systems for identifying and rewarding great teachers, including work related to the Teacher Incentive Allotment, T-TESS, and other strategic compensation efforts. The Teacher Incentive Allotment Student Growthand Assessment Manager will play a critical role in providing a pathway for outstanding Texas teachers to earn six-figure salaries and support the implementation of the Teacher Incentive Allotment (TIA). The Manager will lead efforts to support districts with the implementation of the Student Growth requirement related to TIA. The Manager will serve as a trusted advisor to senior leadership at the district level to weigh options and make informed decisions as districts seek local designation system approval. This position reports to the Director of Educator Effectiveness.

ESSENTIAL FUNCTIONS
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Student Growth and System Expansion- Lead and develop strategy for high-quality technical assistance and resources that will support districts in measuring Student Growth that meet statutory compliance, align to evidence-based practices, and supports the expansion of local designation systems to all eligible teachers.
2. TIA System Weighting and Student Growth- Develop and promote high-quality technical assistance and resources that will support districts in measuring & weighting Student Growth that meet statutory compliance and align to evidence-based practices.
3. Internal Coordination and Alignment- Lead strategic planning, implementation, and interdepartmental coordination with select projects related to Student Growth measures, OER/HQIM, Assessment, and Accountability in local designation systems.
4. Team Management and Supervision- Manage, coach, and support the team to provide appropriate professional Growth and development in their efforts to provide technical assistance to districts, ESCs, and TAPs.
Minimum Qualifications
- Education: Graduation from an accredited four-year college or university.
- Experience: At least five (5) years of experience in education or policy. Experience working with student assessments and team management preferred. Project management experience is required.
- Substitutions: An advanced degree may substitute for two years of required experience.
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Experience with the use of PK-12 student assessments and high-quality instructional materials/Open Education Resources in measuring Student Growth as part of TIA systems preferred
- Strong systems-level planning and project management skills, including establishing outcomes, determining evaluative measures, and tracking progress
- Skill in breaking down complex information, asking questions, synthesizing, and analyzing data to prepare concise reports and exhibits using Microsoft Office suite
- A strong customer-service mindset with a focus on engaging both internal and external stakeholders
- Ability to engage in a collaborative, results-oriented team environment
- Excellent written and oral communication skills
- A desire to self-reflect, give/receive feedback and continuously improve
