PURPOSE
This position is for an EL teacher who will design and implement language instruction and intervention and support teachers who work with Title I preschool students who are identified as English Leaners (EL). The EL preschool teacher will provide support to EL preschool students in their classrooms and in pull-out groups, as needed and when possible. The EL preschool teacher will be expected to develop individualized educational plans for each EL preschool student and develop and deliver group and individual student instruction within established curriculum guidelines within all content areas. The EL preschool teacher will work collaboratively with classroom teachers in a capacity that includes, but is not limited to, joining professional learning teams, helping differentiate instruction and assessment of EL preschool students, and providing on-going support to classroom teachers as they implement EL strategies. The EL preschool teacher will administer English proficiency tests and will be responsible for administering the EL screening test to students who are new to preschool. The EL preschool teacher must maintain all state and district required documentation on EL preschool students and will serve as a liaison between the school, the classroom teachers, the parents/guardians of EL preschool students, the district EL office, and district interpreters. This position will require travel among schools. EL teachers are district teachers who are assigned to buildings to meet the needs of EL students; therefore, building placement may change from year-to-year.
Note: All duties described in this job description are intended to be fulfilled either in online or in-person classes, or a combination of both, as determined by student and district need.
ESSENTIAL RESPONSIBILITIES AND DUTIES
  • Designs and implements English Language Development for Title I preschool students who have been identified as English Learners.
  • Serves as liaison among the school, classroom teachers, parents/guardians, students, district personnel, and community organizations that support EL preschool students and families.
  • Secures language interpreters for parent meetings and school events, as needed.
  • Administers English Language Proficiency (ELP) assessments to all EL preschool students on caseload and administers EL screening test to students who are new to the school. Maintains proper testing protocol regarding these tests.
  • Provides direct support, consultation, and modeling of effective best practices to classroom teachers of ELs and demonstrates implementation of strategies
  • Maintains accurate records on EL preschool students regarding progress monitoring, language acquisition, reclassification, and all other aspects required for EL students.
  • Follows all administrative directives and federal, state, and district guidelines and policies regarding EL students and collaboration with their parents/guardians.
  • Works with classroom and content teachers to differentiate instruction, assignments, and assessments and accurately assign grades to the work of EL preschool students in their classes.
  • Attends professional development sessions for EL teachers and staff and/or preschool teachers and staff.
  • Meets and instructs assigned classes in the locations and at the times designated both individually and collaboratively.
  • Plans and implements a program of study that, as much as possible, meets the individual needs, interests and abilities of all students using data-driven decision-making.
  • Creates a classroom environment that is conducive to learning and appropriate to the maturity and interest of all students.
  • Prepares for assigned classes and shows written evidence of preparation upon request of immediate supervisor.
  • Encourages students to set and maintain standards of classroom behavior.
  • Guides the learning process toward the achievement of curriculum goals and, in harmony with the goals, establishes and communicates clear objectives to students for all lessons and units.
  • Employs a variety of instructional techniques and instructional media consistent with the physical limitations of the location provided and the needs and capabilities of individuals or student groups involved.
  • Collaborates with administrators, colleagues, and parents in a positive and productive manner.
  • Strives to implement by instruction and action, the District's philosophy of education and instructional goals and objectives.
  • Assesses the accomplishments of students on a regular basis and provides progress reports as required.
  • Evaluates the learning problems of students on a regular basis, seeking assistance of District specialists as needed and/or required.
  • Takes necessary and reasonable precautions to protect students, equipment, materials and facilities.
  • Assists the administration in implementing all policies and/or rules governing student life and conduct and develops reasonable rules of classroom behavior and procedure while maintaining order in the classroom in a fair and appropriate manner.
  • Makes provisions for being available to students, staff, and parents for education related purposes outside the instructional day when required or requested to do so under reasonable terms.
  • Plans and supervises purposeful assignments for teacher aide(s) and/or volunteer(s) where applicable.
  • Strives to maintain and improve professional competence.
  • Attends staff meetings and serves on staff committees as needed.
  • Understands and adheres to Board policies and procedures.

Reports To: Director of English Learners and Migrant Education and Director of Preschool

QUALIFICATIONS
Education: Appropriate academic preparation to be certified by the Missouri Department of Elementary and Secondary Education.
Certification: Valid Missouri Teaching Certificate in appropriate content area. Missouri ESOL endorsement and/or MO teacher certificate in early childhood education (B-3) required.
Experience: Prior teaching experience either at the preschool or elementary level preferred. Prior experience working with English Learners preferred. Bilingual preferred, specifically Spanish, Arabic, Pashto, or Swahili. Familiarity with standardized tests, ability to analyze data, and experience with special education would be considered assets. Excellent computer skills required. Knowledgeable in SIOP and/or other best practices for EL learning.

Conditions and Environment
The individual who holds this position will regularly work in a school environment that is noisy and active. Occasionally the individual will be required to work outdoors for short periods of time to perform such tasks as loading and unloading students from district transportation and supervising recess.
